- Solicitation Number: 36C25618U0227 Notice Type: Intent to Sole Source Synopsis: The Michael E DeBakey VA Medical Center NCO (16) intends to negotiate on a sole source basis (IAW FAR 13.501) with Depuy Synthes Sales Inc., 1302 Wrights Lane East, West Chester, PA 19380 as the only responsible source that can provide VAPR VUE GENERATORS, PUMPS for use of all arthroscopic orthopedic procedures. The FMS Vue Fluid Management Pump and VAPR Vue Generator are currently utilized by the Michael E DeBakey VA Medical Center surgeons and is essential for all arthroscopic and orthopedic procedures. The equipment is compatible with existing equipment in the OR suite. Due to standardization and because It is the VA Medical Centers policy to initiate standardization amongst all medical equipment to ensure patient safety, a sole source award will be made to Depuy Synthes. Depuy Synthes does not currently have any distributors for these required items. Depuy Synthes. The total purchase order amount is estimated to be $71,800.00. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339112. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email to corey.labbe@va.gov no later than 3:00 PM cst on August 14, 2018. No phone calls accepted.
