- Combined Synopsis/Solicitation - FA9302-18-P-5115 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2005-99, Air Force Federal Acquisition Circular (AFAC) 2018-0525 and Defense Acquisition Regulation System's (DFAR) Change Notice (DPN) 20180629. This is a commercial acquisition with Full and Open Competition. The Air Force Test Center (AFTC), located at Edwards Air Force Base, CA is soliciting a Field-portable, high-speed, high-definition infrared camera that captures and records lossless radiometric image data in radiance (SI units) or temperature (Celsius units) by Brand Name specific or equal. - Manufacturer: FLIR - P/N: T1020c, 28 o w/High Speed Interface (HIS) and ResearchIR Max #72501-0202 - Quantity: 1 each. Technical Specifications/Requirements: ------Infrared Imager * Wavelength Range: 7.5 - 14 micrometers. * Detector Type: Focal Plane Array (FPA), uncooled microbolometer. * Field of View (FOV): 28x21 Degrees, f/1.15. * Spatial Resolution (IFOV): 0.47mrad. * IR Resolution: 1024x768 pixels. * Setup commands: As a minimum, define user presets, save options, programmable button,reset options, setup camera, time and units, camera information. * Temperature Difference: "Delta temperature between measurement functions and reference temperature." * Profile: One line profile with max/min temperature. * Time Lapse: 15 seconds to 24 hours. * User Presets: User can select and combine measurements from any number of spots/boxes/circles/profiles/delta. * Atmospheric Transmission Correction: Automatic based on inputs for distance, atmospheric temperature and relative humidity. * Emissivity Correction: Variable from 0.01 to 1.0. * Color palettes: White hot, Black Hot and 4 or 5 false color palettes. * Digital image Enhancement: Adaptive digital noise reduction. * Digital Zoom: 1-8x continuous. * Display: Built-in touch screen, 4.3in wide screen LCD, 800x480 pixels. * Focus: One Shot or manual. * Frame Rate: 30hz full window in camera. 120hz full window with HSI to computer. 240hz ½ window with HSI. * Radiometric Recording: Real-time radiometric recording to the memory card. * Radiometric Streaming: Real-time radiometric streaming via USB. * Measurement Temperature Range:.-40 degrees to 2000 degrees Celsius. * Auto orientation: Automatic landscape or portrait. * Auto Image Adjustment: Standard or Histogram based on image content. * Camera software update: Use PC based software. * Gallery: Review thumbnail/full image on camera Edit modes on the camera. * Viewfinder: Build-in 800x480 pixel. -----Connections and Communications * Interface: USB 2.0 High speed USB micro-B, HDMI. * SD Card: One card slot for removable SD memory cards. * Storage media: Removable media SD or SDHC card. Place of delivery and acceptance shall be at Edwards Air Force Base, CA 93524. Requested delivery shall be 60 days after receipt of order (DARO). If this delivery schedule cannot be met, the contractor must specify the proposed delivery schedule in the quote. Interested parties who believe they can meet all the requirements for the equipment described in this synopsis are invited to submit in writing a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation. The government will be evaluating quotes IAW FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
