- Tech and Specs Drawings Performance Work Statement Restoration of Electrical Lines in FATC This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USPFO for Puerto Rico Army National Guard (PRARNG), located at Fort Buchanan, Puerto Rico 00934, intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for the construction the Restoration of Electrical Lines in Fort Allen Training Center (FATC). Construction consist of all labor, materials, equipment and incidentals necessary to restore Electrical Lines consisting of the installation of at least 105 new concrete poles, replacement of damaged electrical segments combining for approximately 4,000 lineal feet of primary and secondary lines, installation of electrical accessories, equipment and fittings including insulation, lighting arresters, and fusses among others. The project also include selective demolition and disposition of affected wood poles. Magnitude of the project is between $500,000 and $1,000,000. Construction/contract completion time is 180 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a 100% Small Business Administration (SBA) Historically Underutilized Business Zone (HUBZone) set-aside. Your attention is directed to the solicitation FAR Clause 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award. The tentative date for issuing the solicitation is on or about 10 August 2018. The tentative date for the pre-BID conference is on 17 August 2018 at 1:00 PM. This conference will be held at Building 205 in Fort Allen Training Center, Juana Diaz PR 00795. Specific details will be posted in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date and bids opening is scheduled for 10:30 AM 11 September 2018. All questions and requests for information (RFI) must be received not later than close of business 24 August 2018. Actual dates and times will be identified in the solicitation. Lowest Price is the evaluation factor. The Government intends to award without discussions. This solicitation is a competitive bid and there will be a formal public bid opening. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) are migrating to in System for Award Management (SAM).
