- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) numbered 1331L5-18-R-1335-0004. Please reference this number in all correspondence and on the proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99-1 effective 07-16-2018. The RFP is in support of the Department of Commerce, National Telecommunications & Information Administration (NTIA), Institute for Telecommunications Sciences (ITS) who has the requirement to procure a Cellular 4G/LTE base station load tester to conduct load test analysis of LTE networks and access the reliability of cellular communications used by emergency response personnel, nationwide. The load tester shall support 4G/LTE network load testing and have upgrade capabilities in support of future technology releases. Therefore, ongoing support for the product must be accessible over a period of four optional years. This procurement is being accomplished using full and open competition. The NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.
