- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a firm fixed price contract, on a sole source basis, with Rockwell Collins, Inc., (CAGE: 13499), 400 Collins Road NE Cedar Rapids, Iowa 52498. This procurement is for design, fabrication, integration, and test of F-35 Generation (Gen) 4.5 HMDs. The Gen 4.5 HMDs shall be designed for use in the JSE full mission simulator. The Gen 4.5 HMDs shall replicate the capability and limitations of the JSF operational HMD and utilize visor technology for visual display. The following items developed in accordance with the requirements of this SOW shall be delivered: One (1) Helmet Display Unit One (1) Medium Helmet Assembly Unit One (1) Large Helmet Assembly Unit One (1) Extra Large Helmet Assembly Unit One (1) Display Visor One (1) Boom Microphone One (1) Set of Interconnecting Cables Windows Based Diagnostic Software on CD Data Items The Government does not possess the technical data that would be required for an alternate source to manufacture these units. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 10:00 EDT on 27 August 2018 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must include the company name, CAGE code, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
