- Attachment 3 - QASP Attachment 4 - Past Performance Reference Sheet Attachment 2 - Pricing Structure Attachment 1 - Performance Work Statement Request for Proposal - ID09180072 Description: This is a Combined Synopsis/Solicitation for commercial items (services) prepared in accordance with the format prescribed in FAR 12.303, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested via the attached solicitation. On behalf of the US Department of Housing and Urban Development (HUD), Federal Housing Administration (FHA), the U.S. General Services Administration, Federal Acquisition Service, Region 9, hereby issues solicitation ID09180072, conducted under Federal Acquisition Regulation (FAR) Part 15, to establish a single award contract for the, to provide an Electronic Appraisal Delivery portal. The contractor shall provide all services and supplies necessary to facilitate this appraisal delivery, including deployment, hosting, transactional support, and Configuration Management, Portal Maintenance, Training, and Change Requests. This work shall be performed in accordance with (IAW) all sections of this contract and its attachments. This is an unrestricted, full and open competition, anticipated to result in award of a single contract with a Hybrid pricing structure consisting of Fixed Price (FP), Labor Hour, and Reimbursable Travel CLINs. The prospective contract will have a one-year base period and four possible 12 month option periods. The solicitation and any amendments will be available on www.fbo.gov. Matters posted on the website are not terms of the solicitation unless the solicitation is written or amended to include such matters. Firms are encouraged to review www.fbo.gov website regularly for any updated information. The incumbent contractor is CounterTrade Products, Inc, who currently provides services under requirements contract number GSQ0014AJ0009. Market research for this procurement was conducted in the form of Requests for Information (RFI), most recently, via posting on FBO on 15 March 2018 under ID09180001. Questions shall be submitted via email, no later than 5PM, Pacific Time, on 20 August 2018. The due date and time for receipt of proposals is 5:00 PM Pacific time, on Monday, 27 August, 2018.
