Description
Request for Information (RFI): Glide Modulation Canopy THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations Part 10 responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Please Respond by September 14, 2018 at 3:00 pm EST. The current Military Freefall Ram Air main canopy uses riser pulls, trim straps, and brakes to change flight characteristics, allowing jumpers to maintain stack position, navigate to designated landing points, and position themselves for safe landing. These mechanisms affect the parachute's angle of attack and trailing edge camber. The change to glide ratio is minimal. The ability of the parachutist to effectively employ glide modulation to safely fly over and descend directly into a desired landing area will decrease risk of injury and increase maneuverability. Description: The Product Manager Soldier Clothing and Individual Equipment (PM SCIE), Personnel Airdrop Team, Natick, MA, is conducting a market survey and requesting technical information from manufacturers/suppliers regarding glide modulation systems for ram-air parachute canopies. PM SCIE is specifically interested in systems which allow changing the glide ratio of the parachute while in flight, other than trailing edge brake lines, and meets the following conditions: a. A parachute which provides for glide modulation and fits the current US Army RA-1 harness container, and/or b. A method or system of changing parachute glide ratio while in flight that can be applied to the current RA-1 main canopy. PM SCIE is seeking information both on currently available systems/components as well as those utilizing new technologies, along with supporting information (calculations, test reports, photos, etc.) indicating level of technical maturity. Proposed systems/components should address the following: a. A means to allow the parachutist to change glide ratio of a canopy from high or medium glide to low glide or drag only, while in flight. b. If textiles are included in the solution, a plan to provide textiles that meet the criteria of the Berry Amendment. c. Any ancillary equipment required for operation and/or sustainment of the system. Desirable attributes: • Glide Modulation canopy and/or glide modulation solution should be compatible with current US Army RA-1 system. Should be able to be packed in the current RA-1 Harness/Container main canopy container. • Should not interfere with current operation of the RA-1 and other MFF equipment including: communications equipment, weapons systems, helmets, oxygen equipment, rucksacks, and personal flotation devices. • Should be able to be used by 5th-95th percentile soldiers, in environments up to 25,000 ft. (T) and 35,000 ft. (O) • Should not cause energy expenditure that would impact the ability of the parachutist to be mission capable upon landing.
