- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The soliciation number is FA8533-18-Q-0014 and the solicitation used ia a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. This acquisition is 100% set-aside for small business under NAICS 336413 which has a size standard 1,250. THE BERRY AMENDMENT IS APPLICABLE TO THIS ACQUISITION. CLIN 0001 NSN 5120012855785QS BEQs 1-2 and 3-20 QTY Each CLIN 0002 NSN 5120012842611QS BEQs 1-2 and 3-20 QTY Each CLIN 1001 NSN 5120012855785QS BEQs 1-2 and 3-20 QTY Each CLIN 1002 NSN 5120012842611QS BEQs 1-2 and 3-20 QTY Each The pneumatic lifting bag is a device which lifts crash damaged or crippled aircraft from terrain where it is impractical or impossible to use standard aircraft jacks. Deflated pneumatic lifting bag modules are stacked under the wings of the aircraft. Air supply hoses are connected to pneumatic control consoles and the modules are inflated to the desired height, thereby raising the aircraft. Each of the 15 and 26 ton pneumatic lifting bag assemblies consist of 5 pneumatic modules, 15 hose assemblies, 4 protective pads, and a repair kit. Each pneumatic module consists of 3 elements made from fabric. Each element is a self-contained compartment that is designed to be inflated with air. Approximately 80,000 drop stitches internally connect the top and bottom of the element to prevent deformation when pressurized. Each element has two ports which are molded into the bag, one for a relief valve, the other for a gasketed adapter and socket that provides for attachment of an air hose assembly. The elements are attached together around the edges with fabric. Each pneumatic module has handles and Velcro patches that allow attachment of one module to another to form a 5 module stack. Two protective pads are placed above and below the stack during operation. The repair kit provides materials necessary to patch damaged areas of the pneumatic modules. The pneumatic lifting bags are designed and configured to operate in conjunction with a pneumatic console, NSN 1730-01-305-6846, to form a complete aircraft recovery system. Pneumatic lifting bag systems are universally deployed throughout the world for use on a wide range of aircraft. Dates and places of delivery will be determined with each order. Inspection and acceptance is FOB Origin. The provision at 52.212-1, Instructions to Offerors -- Commercial applies to this acquisition. All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 252.225-7012, Preference for Certain Domestic Commodities, applies to this acquisition.
