SOURCES SOUGHT FOR INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) SINGLE AWARD TASK ORDER CONTRACT (SATOC) FOR CONTRACT SERVICES FOR FACILITY INSPECTION, PREVENTATIVE MAINTENANCE, FACILITY MAINTENANCE, FACILITY REPAIR, REAL PROPERTY REPAIR AND CONSTRUCTION AT VARIOUS DEPARTMENT OF DEFENSE EDUCATION ACTIVITY - EUROPE (DoDEA-E) SCHOOLS LOCATED IN ITALY This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the United States Army Corp of Engineers (USACE) to facilitate the decision making process and will not be disclosed outside of the agency. The intent of this Sources Sought Synopsis is to identify potential qualified businesses. This Sources Sought Synopsis is one facet in the Governments overall market research in regards to whether the proposed solicitation will be issued. No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research. USACE is seeking an offeror to provide Facilities Support Services/Real Property Repair and Construction with current and relevant experience, personnel, and capability to perform a single award contract for facility inspection, preventative maintenance, facility maintenance, facility repair and general building renovation (to include minor construction, plumbing, demolition, electrical, structural, mechanical and concrete work). The North American Industry Classification System (NAICS) Code is 561210 (Facilities Support Services), however this will be solicited as a Construction Contract with a Services element. Task orders issued under the proposed single award contract will be performed at various DODEA-Europe Schools in Italy. The proposed contract duration is a base ordering period of 1 year with four 1-year option periods, for an overall ordering period of 5 years. The estimated total contract ceiling price for the base year and all option years combined is $49,500,000. Task order range is estimated between $50,000 and $5,000,000.00. The performance requirements will also include Emergency Work orders that shall be initiated immediately during duty hours and Urgent Work Orders that shall be initiated within two (2) hours during duty hours. Interested sources are invited to respond to this sources sought announcement by submitting the information requested below. The following information shall be provided: 1) Contractor Information: Provide your firms contact information, including DUNS number and CAGE Code. 2) Locations: Identify any locations within Italy that you are unwilling or unable to work in. 3) This SATOC is being advertised under a Services NAICS code, however it will be comprised of both a Services and Construction component. Due to the unique requirements in Italy, any potential awardee must be determined as a qualified contractor to perform construction in Italy. S.O.A certifications must be active for the following categories in accordance with D.P.R.34 of 25 January 2000, Regulations for the Qualification of Construction Firms in Italy, in accordance with Legislative Decree 12 April 2006 u. 163, the De Lise Code and any subsequent amendments: Prevailing Category: a) OG 1 Industrial and Other Buildings Class IV €2.582.284,50 Minor Categories: b) OG 3 Roads, motorways, bridges, railways, underground railways. Class III €1.032.913,80 c) OG 6 Water, gas and oil pipelines and irrigation and drainage works Class III €1.032.913,80 d) OG 11 Utility Systems Class II €516.456,90 e) OG 12 Remediation and environmental protection works and systems Class II €516.456,90 The services portion will include, but is not limited to, Routine/Non-Routine Inspections, Preventive and Routine Maintenance (PM and RM) and repair; while the construction portion will entail minor construction, plumbing, electrical, demolition, structural, mechanical and concrete work. The purposes of this sources sought is to determine if combining services and construction elements would limit competition. Please submit if your firm has concerns regarding performing this type of hybrid SATOC in Italy. 4) If you believe your firm is capable of providing the work described above, please submit a minimum of three (3) recent specific government or service contracts/projects your firm has performed as the prime contractor to demonstrate your experience in Facilities Support Services and/or construction as indicated in this announcement. A specific project is a single project or a single task order under an indefinite quantity contract or on-call type contract. Recent is defined as having been 100% completed within the five years prior to the submission due date. For each of the projects submitted for experience evaluation, provide the following: ---title and location ---award and completion dates ---contract or subcontract value ---type of work for overall project and type of work your firm self-performed ---current customer information including point of contact, phone number, and email address ---whether the work was performed as a prime or subcontractor ---type of contract and narrative of project description ---description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed. Firms are advised that experience older than five years or not yet 100% complete may demonstrate capability to perform the scope of work. USACE intends to make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation. Responses to this Sources Sought announcement are due no later than 14:00 (Central European Time) on August 28, 2018.
