- USAID/Senegal's Sahel Regional Office (SRO) is seeking a highly experienced Regional Learning and Knowledge Management Analyst with skills in social scientific research methods, monitoring and evaluation, knowledge management, organizational learning, and analysis of large amounts of social scientific research related to development challenges - specifically as these relate to USAID programming in the Sahel. The incumbent will be a core member of the SRO and will work closely with the Sahel Regional Technical team based in Dakar, and the USAID staff in the limited presence country offices in Niger, Burkina Faso, and Mauritania. Although the Regional Learning and Knowledge Management Analyst will be a member of the Sahel Regional Program Office of the SRO and will report directly to the Deputy Program Officer, the incumbent is expected to establish solid work relationships with USAID's Center for Resilience in Washington, the Sahel Regional Technical Office, and the Field Offices in Niger, Burkina Faso, Mauritania and Chad. The SRO is composed of a mixed group of locally hired staff, US Direct Hire, and Personal Services Contractors (PSC) with diverse technical and programmatic backgrounds. The key function of the SRO is to provide technical and programmatic support to USAID staff throughout the Sahel region in order to promote USAID's resilience agenda and to support other key foreign policy and development assistance priorities in the region (i.e., promoting good governance, improving health and nutrition, strengthening livelihoods, and reducing vulnerability to violent extremism, etc.). The SRO is led and coordinated by the USAID/Senegal Deputy Mission Director in Dakar, and receives guidance and support from USAID/Washington as needed. The SRO's portfolio includes oversight and management of USAID's resilience initiative in the Sahel- Resilience in the Sahel Enhanced (RISE), countering violent extremism (CVE) through the Sahel Development Partnership, bilateral programming in Mauritania focused on promoting socio-economic opportunities for at-risk youth, and bilateral programming in Niger and Burkina Faso focused on promoting good governance and free and fair elections, combating malaria, and enhancing the role of civil society organizations in achieving development objectives. The SRO technical and program teams provide sectoral and technical support, budget management, monitoring and evaluation services, strategic communications, and guidance and oversight on strategy and new project design. In addition, the SRO supports technical staff in the field offices to conduct environmental management including training and monitoring, to serve as subject experts in areas, such as natural resource management, climate change, health, governance, private sector engagement, partnership building, annual portfolio reviews, adaptive management and programming to incorporate lessons learned, and serves a liaison function with counterparts at USAID/Washington and other regional donors and organizations in Dakar and the West Africa region. The role of the Regional Learning and Knowledge Management Analyst will require excellent communication skills as well as technical and analytical capabilities to process and make sense of large amounts of quantitative data, development policy and coordination maps, development hypotheses and theories of change, and other qualitative findings. The incumbent will be required to travel as necessary to provide technical support to the limited presence country offices in Niger, Burkina Faso, Chad, and Mauritania. This position requires refined knowledge of social and political sciences and analytical abilities. The candidate must be an extremely skilled, creative and efficient worker with significant experience in the development sector.
