1 Sources Sought/Request for Information (RFI) Notice Department of Veterans Affairs National Cemetery Administration (NCA) SAN JOAQUIN VALLEY NATIONAL CEMETERY THIS IS AN RFI FOR SERVICE DISABLED VETERAN OWNED/VETERAN OWNED SMALL BUSINESSES (SDVOSB) Please review the Scope of Work below and contact me via email at tene.becknell@va.gov if your company can provide this commodity item for the San Joaquin Valley National Cemetery. Any questions pertaining to this requirement can also be forwarded to the email address above before the close date of this RFI Notice. *NOTE: All open market commodities/service options must be identified in your RFI responses. The North American Industry Classification System (NAICS) code for this requirement is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard in number of employees at 750. EXPIRES AUGUST 20, 12:00 PM (EASTERN) Thank you! SCOPE OF WORK GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, equipment, services, and supervision to perform work to install Sonic Flow Meter on existing 6-inch Ductile Iron Pipe (DIP) in pump house. Work will be accomplished in accordance with VA requirements, Federal, State, and Local Code requirements at San Joaquin Valley National Cemetery (SJVNC), located in Santa Nella, CA. All work will be conducted in such a manner as to minimize the impact on the cemetery operations. Submission of a schedule that minimizes the effect of normal operations on the cemetery shall be approved by the Contracting Officer s Representative (COR) and Cemetery Director prior to the start of work. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday; no work will be performed on Federal Holidays. All work will be coordinated with the COR. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Services The water source for San Joaquin National Cemetery (SJNC) is the nearby California aqueduct, which is controlled by the California Department of Water Resources (CADWR). Water from the aqueduct is pumped to the site via a pump station located in a pump house next to the aqueduct. SJNC requires a flow meter to measure the water delivery to the site. A ultrasonic transit-time flowmeter will be installed on existing 6-inch DIP located inside pump house. The flow transmitter (main unit) will be mounted on the wall inside the pump house. The system utilizes a pair of sensors that function as both ultrasonic transmitter and receiver. The sensors are installed on the pipe wall. The clamp-on transducer to be provided is non-invasive, easy and economical to install with no pipe work or plumbing needed. The work in this project includes but is not limited to: Item 1: Install EF10 Flow Meter Base Unit A. Provide and install EnduroFlow Series EF10-A-1 Flow Transmitter (Main Unit) on wall inside pump house above transducer installation location. Exact location to be determined by COR. B. Provide and install WA-PWC-1 110VAC power supply cable. C. Provide and install WA-SD data logger for recording flow. Item 2: Install EF10 Transducers A. Provide and install EnduroFlow Series EF10 TWC-RM1 Clamp-on Transducer. B. Mount the transducers with the Z-method where the two sensors are installed on opposite sides of the 6-inch DIP as per manufacturer's recommendations. C. The installation location will be the section of 6-inch DIP just before it exits the pump house. The exact location of the transducers will be determined by COR. D. The transducers should be installed on the side of the pipe, not on the top or bottom of the pipe as per manufacturer's recommendations. E. The pipe shall be sanded to provide a clean installation. F. Install the transducer cable in conduit to the flow meter base unit. Item 3: Provide 110VAC Power Supply to EF10 Flow Meter A. Provide all electrical components, connections, and accessories to provide power to the flow meter base unit. B. Power will be obtained by installing a circuit breaker in the existing electrical panel and running conduit to the location of the flow meter base unit.
