- Digitization of Record Books for the U.S. Copyright Office The Library of Congress FEDLINK seeks digitization services on behalf of the Library of Congress U.S. Copyright Office. The Contractor shall digitize USCO record books, including digital imaging, metadata creation, and data perfection. The effort will begin with a representative sample of 1,500 record books, followed by the remainder of USCO's larger collection of approximately 26,278 books. The scope of this project is to capture an accurate image of each record book page and record, create key metadata fields, and provide full text. This is a multi-year project to create searchable digital objects of all USCO record books (i.e., applications, assignments, renewals, notice of use, deposit ledgers, etc.). The first phase will include 1,500 selected record books from the entire record book collection and include representative books covering the collection's content which dates back to 1870 through 1977. In addition to completing the digitization, metadata creation and data perfection, the Contractor shall document guidelines, best practices, and repeatable processes upon which subsequent digitization phases will be based/ The Contractor shall perform the digital imaging of the book pages with staff experienced in handling and scanning library collection materials. Master images in JPEG2000 format, derivatives in PDF and GIF, and metadata are required. Images and associated metadata shall be delivered according to the BagIt specification. Imaging requirements are driven by the most current version of the information capture specifications (sampling rate, tone/amplitude resolution, encoding, etc.), quality guidelines, and content categories and digitization objectives recommended by the Still Image Group of the Federal Agencies Digital Guidelines Initiative ("FADGI"), found here: http://www.digitizationguidelines.gov. A minimum performance level of 3 stars is required. Sample target files will be required prior to contract award. Once the project begins, the contractor will be required to submit targets on a daily basis. Digital imaging will take place at Library of Congress facilities. The Library will provide adequate space and infrastructure for the required equipment and operator.
