Solicitation Number: FA8601-18-R-0085 Notice Type: Special Notice Synopsis: The United States Air Force, AFLCMC/PZIBC, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source firm fixed priced contract for informational purposes only. The United States Air Force School of Aerospace Medicine (USAFSAM) requires an Acoustic Test Fixture (ATF) suitable for tests of hearing protectors at very high noise levels and is compliant with ANSI SI S12.42. An ATF is ideally suited for objective tests of the insertion loss of active and passive hearing protectors subjected to high-level continuous and impulsive noise. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541380 - Acoustics Testing Laboratories or Services. Business size standard: $15,000,000.00. The proposed source is GRAS NA, Inc. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm EST, Tuesday, Aug 21, 2018, and meets the following requirements: •· -lemo pressure blast probe, left pinna, right pinna, pistonphone feq 250hz level 114 db, microphone power module 1, microphone power module 2, 3m extension cable hq lemo, ½" calibration adapter and 30m BNC cable. Shipping and handling. No installation required. •· -self insertion of ear plug allows for high-level testing of the attenuation of hearing protectors intended for use of a large dynamic range. •· -Peak dynamic level of 172 dB allows for testing levels that are realistic even for high impulsive noise environments. Levels of up to 190 dB can be measured/calculated accurately based on closed ear measurements combined with measurement of transfer. •· -Ear simulator with a built-in pressure microphone •· -head dimensions: 138x137 mm. •· -45CB dimensions: 364x400x240mm •· -Weight: 14.75 kg •· -3m extension cable •· -30m BNC-BNC cable •· -110 to 230V •· -24 V DC/2.5amp In order to comply with FAR 5.207(c) (15), the reason for lack of competition is as follows: GRAS NA, Inc. (GRAS) is the manufacturer for the GRAS 45CB AFT. In September 2012, GRAS product GRAS 45CB was purchased and tested by the Army Aeromedical Research Laboratory. This AFT is the only AFT compliant with ANSI SI S12.42 that meets all of the requirements. The GRAS 45CB assures technicians, decisions makers, and authorities of repeatability and transparent data when developing and verifying hearing protectors. The recommended acquisition strategy is to pursue a sole source purchase given the ability of GRAS to meet all desired specifications and the fact that the company is a small business with a solid reputation for prior performance. The product they have is mature and off the shelf and is the only one that meets all requirements. The Department of Defense (DOD) has determined the System for Award Management (SAM) to be the single DOD registration for contractors who conduct business or who are interested in conducting business with the DOD.
