- STOPS Updated J&A Posting Update: The J&A for contract HHSN271201800005I that was awarded on July 13, 2018 has been extended via modification until November 10, 2018. The ceiling of the IDIQ was raised by $91,032,810 from $65,023,436 to $156,056,246. The Scientific, Technical, and Other Professional Services (STOPS) contract provides scientific, healthcare, technical, professional, and clinical research needs to the NIH. The current contract HHSN271201500007I expired on April 5, 2018. On March 20, 2018, NIMH/NIDA awarded a 115-day contract with a period of performance of March 21, 2018 - July 15, 2018 to avoid a lapse in services and preserve the continuity and integrity of the ongoing research programs. NIDA is currently in the process of awarding the follow- on competitive requirement and the solicitation for that requirement (which closed on March 12, 2018) was released on Federal Business Opportunities. Statutory authority to justify this procurement is 41 U.S.C. 253 (c)(1) as set forth in FAR 6.302-2 Unusual and compelling urgency.
