- DRAFT PWS 561612 - Security Guards and patrol services General Information Document Type: Request for Information Solicitation Number: W91B4N-18-R-2018 Posted Date: 14 August 2018 Response Date: 21 August 2018 Classification Code: 561612- Security Guards and Patrol Services Set Aside: N/A Contracting Office Address Bagram Afghanistan Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Regional Contracting Command-Afghanistan (RCC-A) is requesting information on c ontractors capable of providing guards and Guardian Angels (GA) in support of DoD personnel, under the authority of the DoD. Services shall be provided as a static guards, roving guards or as GA in either a dismounted, mounted or travel status (both ground and air). The Contractor shall support DoD by aiding in the coordination of planning and execution of armed/unarmed security operations throughout the Afghanistan AOR. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform armed or unarmed security guard and GA services within the Afghanistan AOR. The estimated Period of Performance is for a one (12) month base, and four (12) month ordering periods. The place of performance is various US Military Installations in Afghanistan. The proposed contract action is for security services for which the Government intends to solicit and award in conjunction with policies and procedures from FAR Part 12 and 15, Acquisition of Commercial Items and Contracting by Negotiation. Any resulting procurement action will be the subject of a separate, future announcement. This is a market research survey to determine the required mobilization period for security guards to Afghanistan. The information received will be utilized by RCC-A to form the acquisition plan. All response submissions become Government property and will not be returned, including any proprietary information. RCC-A reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. JCCS Registration: All interested vendors that want to participate and submit a proposal in response to a future solicitation must have an active registration Joint Contingency Contracting System (JCCS). The information and registration can be accomplished at: https://www.jccs.gov/olvr/bta_olvr_reg_guide_faqs.aspx. SAM Registration: Only vendors who are from the United States shall be registered and current in the System for Award Management (SAM) database and have an active Dun & Bradstreet (DUNS) number. We recommend that you read the PWS (Attached to this RFI) before responding to the questions below. We highly encourage participation in this RFI in order to achieve an understanding of best industry practices. Please provide a full and detailed explanation for the following questions. 1. Name, Title and Email of a Point-of-Contact (POC) in your firm the Government may contact regarding this RFI. 2. As an industry expert, please review the attached Multiple Award Indefinite Delivery / Indefinite Quantity (MAIDIQ) Performance Work Statement (PWS) and provide feedback to Regional Contract Center-Afghanistan (RCC-A). RCC-A is looking to provide a clear and concise PWS to industry when they solicit in the near future for this requirement.
