- Justification NMAN7200-18-01916 Synopsis of Proposed Contract Action Applanix Corporation Inertial Measuring Units (6) for NOAA Fleet The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD) – Seattle, and the Office of Marine and Aviation Operation (OMAO), intends to award contract to Applanix Corporation, in accordance with Federal Acquisition Regulation (FAR) 12, Acquisition of Commercial Items. The contract will be a commodity buy and firm fixed price. Applanix Corporation is the only known business that meets the requirements and specifications to manufacture Inertial Measuring Units (IMU) for Applanix Corporation POS/MV-320 V-5 equipment. THE PARTS ARE REQUIRED TO BE PLUG AND PLAY AND NO MODIFICATIONS TO THE EXISTING EQUIPMENT ARE PERMITTED. Applanix Corporation is the sole firm that owns the POS/MV-320 V-5 designs (proprietary) and therefore has the ability to manufacture them. The North American Industry Classification System Code (NAICS) is 334511. The following will be procured: 6 Inertial Measuring Units This notice does not constitute a solicitation—a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB)—and it does not restrict the Government in any way regarding its ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which will be considered by the Government. THIS IS NOT A SOLICITATION AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 (b). This notice is not a request for competitive proposals/quotes/bids. Interested parties may submit their interest and capability to the contracting professionals below not later than 22 August 2018 at 4:00 PM Pacific Time. Based upon the responses to this notice the Government will determine if this proposed acquisition should be opened to competition. A determination not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
