- All responses to this RFQ shall be submitted electronically to the Contracting Officer, Benjamin Siltman at siltman@wapa.gov. The Western Area Power Administration, Rocky Mountain Region has a requirement for a removal and replacement in kind of the existing Halon fire suppression system in Sidney, NE. FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures is being utilized for this requirement.
