- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This notice is In Accordance With (IAW) Federal Acquisition Regulation (FAR) 16.505 (a)(4)(iii)(A) and 6.305(a). SUBJECT: Intent to Sole Source - BK Technologies, 7100 Technology Drive, West Melbourne, Florida 32904; DUNS 006418933. The Department of the Interior (DOI), National Park Service (NPS), intends to award a Firm-Fixed-Price sole-source order under the authority of 41.U.S.C. 3304(a)(1) and FAR 16.505(b)(2)(i)(B), Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. NPS Alaska Region Radio Shop requires repair parts and repair loaner radios to support Relm P150 radio equipment currently deployed throughout the Alaska Region (AKR). The items will be used to support the radio programs in all AKR Regional Parks. DOI Interior Business Center and Acquisition Services Director has issued acquisition policy for the mandatory use of "Field Communications (FieldCom) ordering" dated 02/08/2018. IAW this DOI guidance, FieldCom contracts are 'mandatory for consideration' for all DOI Field Communications requirements. Relm is the only contractor in possession of a FieldCom award that provides P150 radios. Relm does not have authorized resellers. The NAICS code for this requirement is 334515, the small business size standard is 750 employees. This notice of intent is not a request for quotes, proposals, or bids. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Responses shall be received no later than 6:00 PM Eastern Time, September 14, 2018 addressed to rebecca_graham@nps.gov.
