Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0718R0011. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-99, effective Jun 16, 2018. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 561920, Support ¿ Management Logistics Support and the business size standard is $11M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting proposals to provide logistic support to facilitate a meeting concerning sea otters in Juneau Alaska in accordance with the following: Southeast Sea Otter Stakeholder Meeting Location: This project will take place over four days in February 2018, in Juneau, Alaska. Background/History: Sea otters were extirpated from Southeast Alaska in the early 1900s. In the mid-1960s, 412 sea otters were translocated from remnant populations at Amchitka Island and Prince William Sound to several sites in Southeast Alaska. The translocated populations have expanded significantly both in size and range. The most recent population estimate for the Southeast Alaska stock is 25,712 sea otters. Some areas of northern Southeast Alaska appear to be approaching carrying capacity, while other areas of Southeast Alaska remain unoccupied. The recolonization of sea otters into unexploited habitats has resulted in reduced biomass of benthic invertebrates and increased conflicts with commercial and subsistence shellfish fishermen. Perceptions regarding the negative impact of sea otters on shellfish stocks have led to public and political calls for active control of sea otter populations to protect commercial and subsistence shellfish resources. The potential economic benefits of sea otters and their positive feedback on healthy kelp forests and communities remains a largely unexplored issue. The purpose of the proposed sea otter stakeholder meeting is share information on the status and trend of the Southeast stock of northern sea otters; overview the regulatory frame work for sea otters in Alaska; and, to seek input from stakeholders (fishing, tourism, subsistence users) on management options to reduce fisheries conflicts. Scope: Logistical Services A contractor will work with the FWS to coordinate the logistics of the meeting. Duties will include arranging meeting-related services, such as (but not limited to) securing a meeting location, securing lodging, providing IT/AV equipment and support, working with potential donors and partners to host a kickoff event; arranging travel for up to 10 tribal representatives to attend the meeting; providing a meeting facilitator, and, recording and transcribing meeting notes. The contractor must have experience with hosting events and working with vendors in Juneau. The contractor should have experience planning events for groups of up to 100 individuals. ¿ Meeting Venue The contractor will secure a meeting room that can host a group of up to 100 people, with tables and chairs setup per the attached diagram. The venue must be equivalent to facilities found at a 3-star hotel or university. The venue must also have the following: ¿Fax machine ¿Copy machine ¿Scanner ¿Wireless internet ¿Ability to secure meeting room at night Preferred venue will be within walking distance of shops, restaurants, and hotels. IT and A/V Equipment & Support Contractor will coordinate all IT needs, including wireless internet in meeting rooms, sufficient power strips throughout meeting room, overhead projector, 12x12 projection screen, table microphones, an interpretation/translation booth (including hood and computer monitor), and an AV technician on site for the duration of the meeting. The AV technician will set up the meeting room the evening prior to the first day of the meeting and adjust equipment as necessary throughout the meeting. Meeting Coordination The contractor will coordinate logistics for the meetings. This will include, but not be limited to, PowerPoint presentations, or distributing other documents as needed; creating name placards and/or posters for the meeting; greeting and directing meeting participants in the mornings, and other ¿behind-the-scenes ¿ activities to ensure a smooth and consistent meeting. Meeting Facilitator The contractor will work with the FWS and members of a Steering Committee to structure and develop an agenda for the meeting, and to identify key stakeholders to invite to participate in the event. The facilitator will also be responsible for keeping the meeting on course and schedule; and working with the group to develop key recommendations for management actions. Meeting Records The contractor will be responsible for recording and transcribing key points and recommendations generated during the course of the meeting (these will serve as a basis for a meeting report to be generated by FWS). Travel Assistance The contractor will be responsible for making travel and lodging arrangements for up to 10 tribal representatives to travel to Juneau to participate in the meeting. (Funding for travel and lodging will be covered separately). Reception/Banquet The contractor will work with any potential donors to organize a welcome reception/banquet the first night of the meeting. The ability to hold an event and the scale of the event will be contingent on the amount received by donors. In addition, your proposal should provide unit price and total price. No formal format is required as this is a combined synopsis/request for proposal solicitation.
