08/15/2018 - Released RFP Amendment 0003, which extends proposal due date to 04 September 2018. *********************************************************************** 07/25/2018 - Released RFP Amendment 0002 which added clauses. *********************************************************************** 07/24/2018 - Question #34 of Q&A RFP 10 July 2018 below: Question: The cable drawings/run sheets/BOMS that were provided in the BFTN TDP are not all individually shielded nor do they have dual shield overlay. Does the Government want build-to-print or build-to-spec? Answer: See revised Specification Amendment 0001 *********************************************************************** 07/19/2018 - Amendment 0001 for RFP N00039-18-R-0058 has been posted. Proposal due date has been extended to 20 August 2018. Updated Specification and BOM will be sent via AMRDEC to individuals that previously were requested and approved in the next week. Q&A RFP 10 July 2018 posted. *********************************************************************** 07/17/2018 - The Government is still finalizing our responses to RFP Questions. An RFP amendment will be issued in the coming days that will include an extension to the Proposal Due Date. *********************************************************************** 6/27/2018 - RFP Answers to Questions received are posted. *********************************************************************** 06/20/2018 - RFP has been officially released. Updated Specification and TDP will be sent via AMRDEC to individuals that previously were requested and approved. Since BFTN is primarily a production contract, does this requirement have to be fulfilled by the prime contractor or may a subcontractor's past performance be used to satisfy this requirement? Answer: The Government will evaluate the 3 most recent and relevant past performance from prime and/or major subcontractors. *********************************************************************** 04/03/2018 - Attachment 8 (Past Performance Questionnaire) and Attachment 9 (Relevant Experience Form) posted. *********************************************************************** 04/03/2018 - Additional Vendor Q&A posted Question: Due to large number of materials and components needed for quotes, request that Government allow prime offerors to distribute drawings from the TDP to domestic subcontractors/sub-vendors. Answer: The Government prefers to have subcontractors request TDP individually; however, the prime vendor may submit a list of all its subcontractors/sub-vendors that it intends on distributing part or all of the TDP to, including Cage code and JCP Certification number for each subcontractor/sub-vendor. Once we, the Government verifies, we will authorize the prime vendor to distribute part or all of the TDP to those subcontractors/sub-vendors only. *********************************************************************** 03/22/2018 - Industry Day Q&A posted with Government responses. *********************************************************************** 3/7/2018- Industry Day Brief posted *********************************************************************** 2/28/2018- Attachment 2 Statement of Work dated 28 February and Exhibit A CDRL's uploaded *********************************************************************** 2/27/2018 - DRAFT BFTN RFP Posted N00039-18-R-0058 On 7th March 2018, Wednesday at 1100am PST PEO C4I PMW/A 170 will be hosting an Industry Day regarding Battle Force Tactical Network (BFTN) requirements and RFP at SPAWAR HQ, 4301 Pacific Highway, San Diego, CA 92110 in OT3. Attendees shall meet at the SPAWAR HQ front gate to be escorted in from 1100am to 1115am PST. Anyone arriving late will not be admitted. The purpose of the BFTN Industry Day is to discuss and seek input from industry on current requirements and RFP. It is anticipated the brief will last approximately 4 hours. We will accept anonymous written questions and comments at industry day, which the Government will post the responses on the SPAWAR E-Commerce site. If you're interested in attending the BFTN Industry Day, please send an email to tyler.joworski@navy.mil no later than close of business, Friday, 2 March 2018. DO NOT wait until the deadline to submit the required information. The e-mail request should include the company name, Commercial and Government Entity (CAGE) code and the name of each attendee (no more than 5 per company). All participants will be required to check in prior to the BFTN Industry Day located in OT3 at SPAWAR HQ, 4301 Pacific Highway, San Diego, CA 92110. Attendees will be required to show picture identification. Specification and Technical Data Packages (TDP) are available upon written request. Interested parties are requested to respond via email to receive a copy of these documents via USPS. To request, each company must sign and return the Non- Disclosure Agreement (NDA) posted below entitled, "Bidder's Repository NDA" and provide the e-mail address, phone number, and provide Joint Certification Program (JCP) active certification number to Tyler Joworski at tyler.joworski@navy.mil. Each user is required to be a U.S. DoD contractor.
