Description
U.S. Department of Agriculture Agricultural Marketing Service Commodity Procurement Program USDA Super Cereal Plus Program Announced The U.S. Department of Agriculture (USDA) today announced plans to purchase Super Cereal Plus for distribution to various foreign food assistance programs. Purchases will be made under the authority of Public Law 480 Title II program of the Food for Peace Act of 2008, with the purpose to combat hunger and malnutrition in vulnerable populations. Super Cereal Plus is a soy- and corn-based nutritional formula designed to alleviate malnutrition in young children. Nutritionally, it is high in fat and protein, containing both animal and vegetable proteins. It is fortified with vitamins and minerals such as Vitamin A, iron, iodine and zinc along with many others. This vitamin and mineral profile promotes cognitive development and growth, strengthens the immune system and reduces the occurrence of blindness. The intended recipients are children 6 months to 24 months as well as pregnant and lactating women. A Request for Quote (RFQ) will be issued in the near future under FAR Part 12 and will be available electronically through the Web-Based Supply Chain Management (WBSCM) system. A hard copy of the solicitation will not be available. Public WBSCM information is available without an account on the WBSCM Public Procurement Page. All future information regarding this acquisition, including solicitation amendments and award notices, will be published through WBSCM and on www.fbo.gov. Interested parties shall be responsible for ensuring that they have the most up-to-date information about this acquisition. The contract type is anticipated to be indefinite delivery, indefinite quantity. Deliveries are expected to be to on an f.o.b. origin, Contractor's Facility basis as addressed by FAR clause 52.247-30. Performance is estimated to begin in November 2018 for one year. Pursuant to Agricultural Acquisition Regulation 470.103(a), commodities and the products of agricultural commodities acquired under this contract must be a product of the United States, and shall be considered to be such a product if it is grown, processed, and otherwise prepared for sale or distribution exclusively in the United States. Certain vitamin and mineral components under this acquisition will be the only portion subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements, as addressed by FAR clause 52.225-5. Offerors are urged to review the latest commodity specifications from SCP1 Super Cereal Plus and identified in the subsequent solicitation.
