Prepropsal Site Visit updated to 24 Jul 18 on Hurlburt Field FL, at 2:00 PM CST. FBO Amendment 1 * Pre Solicitation Amendment 1. DTD 27 Jun '18 - Corrected Bldg # in first paragraph to 90748 - Corrected anticipated solicitation posting date in the fifth paragraph to 13 July 2018. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the Repair of Bldg. 90748 located on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on project drawings and specifications: FTEV 16-3001, Repair Building 90748, 23 SOWS. The work includes the complete interior demolition and renovation of approximately 6,300 square feet of existing Building 90748 to accommodate 23 SOWS operations and weapon system. The approximate 6,300 square feet will be divided roughly in half, with the southern half to be for secret/secure operational support. This area will include spaces for OPS Floor, Staneval, WXT, OIC, NCOIC, and Team Room. The northern half of the project will provide space for the Command Section, and will include the entrance Lobby, Men and Women's restrooms, Janitor's Closet, Break Room, Conference/Training Room, Reception, SEM, 1st Sgt, Commander, and DO. The existing mechanical room will remain. All new plumbing fixtures, mechanical and electrical systems will be provided. Exterior work includes saw-cutting existing concrete paving and providing new handicap-accessible ramps for ingress and egress to/from the building. New post supported canopy systems will be provided for the main building entrance. New exterior wall openings will be cut to provide for new fixed aluminum window systems for the Commander and 1st Sgt offices. The existing exterior door opening in the new SEM Room will be partially infilled with exterior wall construction and a new fixed aluminum window system. This acquisition will be set aside for 100% Service Disabled Veteran Owned Small Business offerors only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $36.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 240 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Estimated magnitude for the total project is between $1,000,000 and $5,000,000. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 13 July 2018. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov.
