- Pedestrian Bridges with Precast Abutments - BLM Utah AMENDMENT ONE changes the closing date and time for quotes to August 24, 2018 at 1700 Eastern Time. The Bureau of Land Management (BLM) Utah has the requirement for two pre-manufactured steel pedestrian bridges and precast abutments for the bridges. The purchase will include AASHTO structurally designed self-weathering steel pedestrian bridges, precast abutments and anchor bolts with delivery to the BLM project site located near Parowan, UT 84761. The unloading and labor to install and construct the bridges will be the responsibility of the BLM - Utah. The full details are in the Scope Of Work (SOW) which is one of the attached files. This procurement is a 100% total set aside for small business and it is being conducted under NAICS code 332312 bridge sections, prefabricated metal, manufacturing under which, to be a small business, a company must have five hundred or less employees working in this category. This is a combined synopsis/solicitation for a commercial item. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 140L5718Q0058 and it is a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1 7/16/2018. The method of source selection is lowest priced technically acceptable (LPTA). Technically acceptable means meeting the technical specifications given in the scope of work. The provision at FAR 52.212-1 Instructions to Offerors applies to this acquisition and any addenda to it are in the attached file regarding Clauses. The provision FAR 52.212-2 Evaluation - Commercial Items is applicable to this acquisition. All offerors must include with their quote a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items which is in the attached file referencing Clauses. The FAR clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition and any addenda to the clause are in the attached file referencing Clauses.
