- Solicitation This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal are being requested and a separate written solicitation will not be issued. The U.S. Army Medical Command, Regional Health Contracting Office - Pacific (RHCO-P), Bldg. 339 Clark Road, Ft Shafter, HI 96858, has a requirement for a commercial contract to provide targeted Remote Medical Coding and Auditing Services (II) for the Patient Administration Division at Bassett Army Community Hospital, Fort Wainwright, Alaska. This is a Request for Quotation (RFQ). This firm fixed-price, non-personal service contract requirement is for the estimated period of performance of 21 September 2018 through 20 September 2019 (Base Year), and it includes two 1-Year Option Periods that will extend services until 20 September 2021. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-95. This requirement is Set-Aside for Small Business entities, in accordance with FAR 19.502. The Standard Industrial Classification Code for this procurement is Q601, the NAICS Code is 541219, and the size standard is $20,500,000. Any amendments issued to this solicitation will only be available on the FBO website (www.fbo.gov). All firms must be a Small Business in the SBA database, must have a valid Cage Code, DUNS Number, and a valid registration in the SAM database (www.sam.gov) with all elements completed, such as representations and certifications. The successful Offeror(s) shall be required to provide remote (off-site) medical record coding services, coding/documentation feedback; CARA Audit, Quarterly On-Site Physician Training; and focused/baseline Provider Audit services for Mediation and Appeal services for Bassett Army Community Hospital at Fort Wainwright, Alaska. This solicitation is offered under the Contract Terms and Conditions - Commercial Items, as well as all associated provisions and clauses are deemed applicable to this solicitation. Offerors shall provide proposal packages as outlined in the provisions and Addenda at 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, and Instructions to Offerors. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer; unless updated in the SAM database. The evaluation method for this procurement is Lowest Price Technically Acceptable (LPTA). Offer Evaluation will be performed as prescribed in the Evaluation - Commercial Items, within the Solicitation. Required experience and credentials for Remote Coding firms include but is not limited to: (1) Offerors shall have AAPC or AHIMA Coding Certification, and a minimum of five years of coding experience. The contractor shall also have two years of experience with Military Healthcare System (MHS) coding. This includes strong knowledge of the MHS coding guidelines for documentation, coding and billing services provided by supervising physicians in a teaching setting. (2) Contract Managers who are Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) certified; and possess at least two years of coding management experience, and experience with DoD medical coding, specifically for the outpatient medical coding areas. (3) Medical Coding professionals shall be either by the American Health Information Management Association (AHIMA) as a Registered Health Information Administrator (RHIA); or Registered Health Information Technician (RHIT); or Certified Coding Specialist (CCS); or Certified Coding Specialist-Physician Based (CCS-P); or certified by the American Academy of Professional Coders (AAPC) as a Certified Professional Coder (CPC) or Certified Outpatient Coder (COC). (4) Medical Coders shall have a minimum of 3 years of recent outpatient/inpatient coding experience; with 2 years current production coding in multiple specialties in both the outpatient and inpatient setting. (5) Two years of experience with Microsoft Office and Mail systems, as well as with coding software (AHLTA, CCE, CHCS, MHS Genesis and Essentris).
