- NOTICE OF INTENT TO SOLE SOURCE MIND GARDEN, INC The Department of Veterans Affairs, Program Contracting Activity Central (PCAC), 6150 Oak Tree Boulevard Suite 300 Independence, Ohio 44131, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) soliciting from one source when Contracting Officer (CO) determines that the circumstances of the contract action deem only one source reasonably available. The VA intends to solicit and negotiate with MIND GARDEN, INC 855 Oak Grove Ave STE 215 Menlo Park CA 94025. The prescribed service, Maslach Burnout Inventory (MBI-HSS) used in conjunction with NCOD s 360 Degree Assessments, will be purchased from the vendor identified because they are able to meet customer s immediate needs. The Maslach Burnout Inventory (MBI) is designed to assess the three aspects of the burnout syndrome: emotional exhaustion, depersonalization, and lack of personal accomplishment. Each aspect is measured by a separate subscale. The Emotional Exhaustion (EE) subscale assesses feelings of being emotionally overextended and exhausted by one s work. The Depersonalization (DP) subscale measures an unfeeling and impersonal response toward recipients of one s service, care, treatment, or instruction. The Personal Accomplishment (PA) subscale assesses feelings of competence and successful achievement in one s work with people. Burnout is conceptualized as a continuous variable, ranging from low to moderate to high degrees of experienced feeling. A High degree of burnout is reflected in high scores on the Emotional Exhaustion and Depersonalization subscales and in low scores on the Personal Accomplishment subscale. An Average degree of burnout is reflected in average scores on the three subscales. A Low degree of burnout is reflected in low scores on the Emotional Exhaustion and Depersonalization subscales and in high scores on the Personal Accomplishment subscale. The Government believes that only one business can reasonably satisfy the agency requirements and intends to negotiate with only one source. Other Contractors may identify their interest and capability by responding to this requirement by Wednesday, August 29, 2018, by NOON EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available now.
