Description
NASA/ARC intends to purchase the items from Illumina, Inc. of San Diego, CA, under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Illumina is the only source capable of meeting the technical requirements. The technical requirements are: 1) supply NASA Space Biosciences Division a DNA sequencer capable of generating 3.3 billion 100 bp single end reads or 3.3 billion sets of 100 bp paired end reads in a single run and producing data wherein >80 % of the sequenced bases have a quality score of Q30 or greater; 2) Set-up the DNA sequencer including unboxing, start-up and performance of initial validation runs; 3) Provide training on use of the DNA sequencer sufficient to run the sequencer including classroom sessions as well as hands on training in which sequencing data is generated from sequencing libraries provided either by the contractor and/or by NASA; 4) Provide support for the DNA sequencer including technical and maintenance support lasting two years from set-up of the DNA sequencer, including parts, labor, travel to ARC to address any instrument failures, and including replacement of any sequencing reagents lost due to these failures; 5) Provide sequencing reagents necessary for the sequencing of 450 samples with a read depth of 85 million read pairs per sample (38.25 read pairs total); 6) Provide library generation reagents sufficient for the creation of 450 indexed sequencing libraries with 384 unique indexes. The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures using FAR Subpart 13.5. All responsible sources may submit a capability statement and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Pacific Time on August 22, 2018. Responses shall be submitted via email only to Mike Lehner at Michael.M.Lehner@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
