Description
Industry Day Attendance Industry Day Questions Industry Day Slides This pre-solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks to provide fiber optic modernization and repair to address scheduled fiber optic shipboard modernization installations during availabilities and repair of deficiencies found onboard ships or submarines. This effort is needed to fulfill traditional ISEA roles/responsibilities while allowing other organizations working with the ISEA to deliver modernization/repair capabilities to the fleet outside of ISEA assessments. The ISEA role focuses on providing on-site waterfront support to multiple ship platforms to ensure fiber optic installations are installed in accordance with Navy Fiber Optic Specifications and Standards and to ensure the Fleet is capable of supporting fiber optic troubleshooting and repair. This effort will support the needs of the following ship classes: CG 47, CVN 68, CVN 78, LPD 17, LSD 41/49, LCS, DDG 51, DDG 1000, SSNs, SSBNs, and future ships/classes. Fiber optic modernization and repair work will be planned to meet ship's availability schedule and sometimes on an ad hoc basis, the total quantity and delivery dates for fiber repair service are indefinite. This is a new requirement. The solicitation will be a set-aside for small businesses for a competitive award of an indefinite delivery, indefinite quantity contract for multiple sources with issuance of Cost-Plus-Fixed-Fee (Level of Effort) and Firm-Fixed-Price delivery orders for modernization and repair. The performance period will span sixty (60) months. The anticipated contract award date is 14 March 2019. Best Value Source Selection process will be utilized. An Organizational Conflict of Interest Clause as defined by FAR 9.505-3 and FAR 9.505-4 will be included in the resultant solicitation and contract. An Industry Day will be held on Monday, 13 August 2018 at 1000 at University of Mary Washington - Dahlgren Campus 4224 University Drive King George, VA 22485, (540) 663-4030. Sign in will begin at 0930, in the University Hall (auditorium). During the Industry Day brief, the Government will be providing a technical presentation of the SOW. Interested parties in attendance will be given the opportunity to submit written questions after the presentation. MANDATORY REQUIREMENT (a) The following mandatory requirement shall be maintained throughout the life of the contract. (1) Requirement: The Fiber Optic Quality Assurance/Supervisor and Fiber Optic Installer labor categories must meet the personnel proficiency requirements as defined in Requirement 1306 of MIL-STD-1678-1D and MIL-STD-2042. (2) Requirement 2: Personnel Security Clearance: All personnel must possess a minimum SECRET level security clearance. (3) Requirement 3: Facility Security Clearance - The Prime contractor's facility(s) or the subcontractor's facility(s) shall be cleared at the SECRET level for processing and storage/ safeguarding and shall be capable of storing NNPI data. Attachments - A DRAFT Statement of Work (SOW) is included with this Advanced Notice. THIS IS A PRE- SOLICITATION ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT.
