Description
Sole Source Determination The Corps is the land manager for the Willamette Valley Projects (Project) and gathers data to assess the condition of historic properties located on Project lands and other lands within the area of Project operations. The objective of this contract is to gather information and identify Tribal Cultural Landscapes (TCL) to assist in the development of long-term cultural resource management decisions. Work outlined in this Performance Work Statement (PWS) will focus on the landscapes within the ceded and aboriginal homelands of the Confederated Tribes of the Grand Ronde Community of Oregon (Grand Ronde) and incorporate riverine and associated upland areas that could be impacted by the Project operations and maintenance activities. Study areas have been defined by watershed and incorporate an average area of 412,000 acres (166,730 hectares) each. Including base contract and option years, the Corps anticipates identification to occur in the Middle Fork Willamette, Coast Fork Willamette, Upper Willamette, McKenzie, North Santiam and South Santiam. Base year work will focus on the Upper Willamette (including Fern Ridge Reservoir) and South Santiam (including Foster and Green Peter Reservoirs) watersheds. A Tribal Cultural Landscape (TCL) is "any place in which a relationship, past or present, exists between a spatial area, resource, and an associated group of indigenous people whose cultural prac¬tices, beliefs, or identity connects them with that place. A tribal cultural landscape is determined by and known to a culturally related group of indigenous people with relationships to that place." (Ball et. al 2015). The objective of this requirement is to conduct activities, including archival research, field investigations and site visits, community outreach to identify tribal elders and other tribal members who have knowledge and are familiar with the study areas, the selection of oral history candidates, conducting the oral histories and developing draft and final reports containing enough data to further assist the Agency in their 54 U.S.C §306102 [Section 110] inventory and §306108 [Section 106] compliance efforts. The types of cultural resource information to be identified include traditional cultural properties (TCP), information related to traditional gathering, hunting, fishing and other subsistence and commerce activities, as well as those related to spiritual and ceremonial sites and activities. The result will be a synthesis of historic records, ethnographic and ethnohistoric sources, oral traditions and histories, and a summarization of prior archaeological analysis.
