- The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open basis with BD Biosciences, One Becton Drive., Franklin Lakes, NJ, 07417, 1). HPS Panel Design Starter Kit, 30 Ea., Catalog # 400003661. This is not a request for proposal. All responsible sources who are certified by BD Biosciences as authorized third-party resellers may submit a proposal. All responsible sources may submit a response that will be considered. This will be a firm fixed price award in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Offers must be submitted no later than 1 pm Eastern Standard Time, August 25, 2018 to blandl@mail.nih.gov.
