- The United States Air Force, Air Force Life Cycle Management Center (AFLCMC), C-130J Division, Wright Patterson AFB, Ohio is seeking to identify potential sources possessing the expertise, capabilities and experience needed to meet the following requirement. Provide a Terrain Avoidance Warning System (TAWS) database utilizing a MIL-STD-801E and DO-160E qualified C 130 certified 16 GB compact Flash Card that shall provide voidless worldwide coverage; below zero (0) MSL coverage while integrating a Digital Vertical Obstruction File (DVOF); includes coverage above 60 o N Latitude and below 56 o South Latitude; eliminate over 300 existing voids, has current man made obstacles included, can integrate government data; and eliminate terrain anamolies below 0 feet above Median Sea Level. The C-130 office plans to obtain at least 360 subscriptions starting Januray 2019 through January 2020 over all C-130 variants. The navigational database updates must occur every 180 days. The prospective contractor also must be able to host a DoD-cyber compliant secure website with cyber compliant procedures for dissemination of the database. Contractor shall provide troubleshooting assistance. The C-130 utilizes a Flight Management System (FMS) developed by Honeywell Aerospace Electronics Systems. The Flight Management System is proprietary data to Honeywell. The C-130 FMS requires raw flight data to be converted from Jeppesen flight data to ARINC 424 format, then from ARINC 424 to P2000 format. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Any information submitted by respondents to this sources sought is voluntary. Additionally, responders are solely responsible for all expenses associated with responding to this RFI/Sources Sought. All interested parties shall submit a capabilities package that explicitly demonstrates company capabilities, knowledge and experience with Communication/Navigation/Identification systems. This capabilities package should discuss specific examples of work performed as it directly pertains to this specific requirement. Respondents will not be individually notified of the results of any Government assessments.
