- The USDA ARS - WBSC intends to award a sole source F irm Fixed Purchase Order (PO) to PSI (Photon Systems Instruments), spol. s r.o.; Drasov 470, 664 24 Drasov, Czech Republic. This order will purchase a PSI VNIR Hyperspectral Imaging Unit (Unit) in support of the ongoing research at USDA ARS, Crop Improvement & Protection Research Unit (CIPRU), 1636 E. Alisal Street, Salinas, CA 93905. The Firm Fixed PO will include the following: 1. PSI VNIR HYPERSPECTRAL IMAGING UNIT (UNIT): A Hyper-spectral system with VNIR camera; range 350 - 900 nm & unequalled spectral resolution of 0.8 nm FWHM. This Unit Includes : • Automated reference calibration • Suitable light source & • Robotics for precise image acquisition. • Camera mounted above plant for top view USDA ARS, CIPRU research has an essential requirement to purchase PSI VNIR HyperSpectral Image Unit (Unit), which will allow for nondestructive analyses of plants properties, including resistance to biotic and abiotic factors, and tissue composition. This Unit is also compatible with both of USDA ARS existing Chlorophyll Fluorescence Imaging Unit (TRANSECT) and PlantScreen software that is already installed at their Location research station; and the only a sole manufacturer of this Unit with the required parameters is PSI. In 2016, PSI introduced to market the new VNIR hyperspectral camera that serves primarily to implementation into the PlantScreen Phenotyping systems. PSI (Photon Systems Instruments) is a high-tech company located close to the industrial city of Brno in the southern part of the Czech Republic. For more than 25 years, PSI has been specializing in the design and manufacture of sophisticated, high-end instrumentation for research in the biological sciences. PSI is a world expert in manufacturing instrumentation for advanced measurement and imaging of optical signals in plants and algae, particularly in the field of chlorophyll fluorescence /reflectance techniques. The instrumentation they have developed is used for monitoring a wide range of physiological signals from individual cells to mature crop plants. As the first company to offer a chlorophyll fluorescence imaging system, PSI is at the forefront of digital image acquisition and processing. Their team of professionals comprises numerous plant scientists and engineers with extensive expertise in optics, electronics, software development and automatization. PSI strive to provide the plant science community with an innovative, ever-broadening range of high-quality scientific instruments to realize research goals. Currently, PSI's main product lines include: (1) devices for chlorophyll fluorescence measurement and advanced imaging; (2) high-tech photobioreactors and other algal cultivators; (3) intelligent growth chambers and cultivation rooms; (4) customized PlantScreenTM Phenotyping Systems; (5) a range of novel LED light sources for plant cultivation and research; and (6) hand-held devices for monitoring chlorophyll fluorescence kinetics, plant reflective indices and spectral characteristics of natural and artificial light. In the past few years, they have combined their expertise in plant science, robotics, engineering and software to develop next-generation phenotyping solutions (PlantScreenTM Systems), designed for automated phenotyping (under controlled environments and in the field) of plants ranging from arabidopsis to mature maize. All of PSI's products are designed by plant scientist for plant scientists. PSI's production techniques and technologies are environmentally friendly. PSI have a global system of experienced distributors that provide direct contact and technical support to customers all over the world. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about August 21, 2018 ; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10:30AM PST, August 20, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
