- PRE-SOLICITATION NOTICE: Full Service Travel Agent for Student Travel Reservations/Ticketing for Chemawa Indian School Student Travel (Salem, Oregon) The Bureau of Indian Affairs anticipates issuing a solicitation for full-service, licensed travel agent to perform under a Requirements type contract. The period of performance is anticipated to be one base period with 4 option years possible (up to 60 months or 5 years total). The contract shall have an estimated maximum order limit per year of up to $1 million. Up to approximately 475 student travel itineraries may be ordered annually. Total order limit across the base and 4 option years shall not exceed $5 million over 60 months. The work will consist of all labor and supplies needed to procure student travel tickets via commercial air, rail and bus, adhering to all applicable federal and local travel regulations and creating seamless multi-modal travel for students. The travel agent must be provide the full suite of travel agent services and be capable of providing reservations, tickets and itineraries from a verbal order or minimal information provided by government staff. Data entry into Concur or other travel management software shall not be required of government staff; the travel agent will perform this as well as recordkeeping and invoicing. All air travel shall be to and from Portland International Airport located in Portland, Oregon, from dispersed locations across the domestic United States and Alaska/Hawaii. This solicitation will be set aside for Indian Small Business Economic Enterprises (ISBEES) under NAICS 561510, Travel Agencies, size standard $20.5 Million, (the size standard is as measured by total revenues, but excluding funds received in trust for an unaffiliated third party, such as bookings or sales subject to commissions. The commissions received are included as revenue). Service Contract Act wage minimums shall apply to any contract issued from the Solicitation. The place of performance may vary depending on the location of the selected travel agent. All invoicing shall be made no more frequently than weekly via the online invoicing platform, www.ipp.gov. The government will amend this notice and post the Solicitation on or around September 3, 2018. The solicitation will be made available for a minimum of 30 days.
