- The Rock Island, St. Paul, and St. Louis Districts of U.S. Army Corps of Engineers (USACE), intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source reasonably available. Services required are completing a technically and statistically competent report documenting the 18 year monitoring program addressing Higgins eye (Lampsislis higginsii) and Zebra mussel (Dreissena polymorpha) relationship and population dynamics. The Corps of Engineers needs this report to support their decision to continue, modify, or suspend this monitoring program. This effort is a onetime event and limited to data analysis, report writing, and peer review. The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed price contract with Ms. Heidi Dunn, Eco Analysts, Inc. 1417 Hoff Industrial Drive, O'Fallon, MO 63366. The NAICS code for this procurement is 541690 with a size standard not to exceed $15 Million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Thursday August 23, 2018 at 2:00 P.M. CT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The US Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a government award, a firm must be registered in the System award management (SAM)(www.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information. Requirement Summary The Rock Island, St. Paul, and St. Louis Districts of U.S. Army Corps of Engineers (USACE) seek to develop a greater understanding of the current status of the federally endangered Higgins eye (Lampsilis higginsii) unionid mussel throughout the species range in Upper Mississippi River (UMR) basin. Data obtained from monitoring Higgins eye, native mussels, and zebra mussel populations can be used to evaluate the current status of these species and direct future management actions for conservation of Higgins eye and other native mussels. The body of data dates from 2000 through 2018. A report summarizing these data and recommended management actions will be useful for the USACE and agencies responsible for compliance and recovery of the species as outlined in the US Fish and Wildlife Service's (USFWS) 2000 Biological Opinion and the 2004 USFWS Higgins eye Recovery Plan. Report Purpose. To gain an understanding of current status of Higgins eye and native mussels in response to zebra mussel infestations, data collected from monitoring will be summarized. The report will summarize past monitoring data provided to the Contractor and discuss the abundance and distribution of Higgins eye and native mussel species associated with monitoring. The Contractor will analyze how introduction and spread of zebra mussels affected abundance of Higgins eye and other native mussel species by comparing the distribution and abundance of Higgins eye relative to zebra mussel distribution and abundance.
