- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to Nancy Foley, Cayucos, CA 93430, to provide an ICCA Alumni Coordinator for the International Conservation Chiefs Academy (ICCA) and the International Alumni Training Event (IATE). Each year the Wildlife Trafficking Investigator Program (WTIP) is conducted at the International Law Enforcement Academies (ILEA) in Budapest, Hungary; Gaborone, Botswana; San Salvador, El Salvador; and Bangkok, Thailand. This program brings together approximately 230 foreign nationals to provide training, build collaborative capacity between conservation law enforcement agencies. Retired Chief Foley has provided instruction at several of our WTIP that are conducted at the ILEAs. With this experience in instruction at the WTIPs and collaborative efforts with the foreign national students makes Nancy Foley qualified to engage students on issues involving the international wildlife enforcement and leadership needs. Many of the students for the ICCA are selected from WTIP graduates. In order to facilitate and continue the international collaboration the Office of Law Enforcement will need to provide an alumni coordinator to manage the alumni communication and disseminate the continued learning, successes and relevant training information. This position will require the expertise and experience of an ICCA Coach and ILEA instructor. Nancy Foley is the most qualified person to act as an alumni coordinator for the ICCA due to her experience and involvement with all students. Former Chief, Nancy Foley (retired), California Department of Fish and Wildlife (CDFW) has participated as a coach for each ICCA and the National Conservation Law Enforcement Chiefs (NACLEC) Academy (U.S. state equivalent course to the ICCA). As a former Chief of a conservation law enforcement agency she has the leadership experience and as an adaptive leadership coach with both ICCA and NACLEC makes her uniquely suited to engage with ICCA alumni and qualified for this position. The ICCA is designed to support the National Strategy for Combating Wildlife Trafficking. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
