Description
This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a synopsis for noncommercial services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under North American Industrial Classification System (NAICS) Code 541330, Size Standard $15,000,000 as concurred with by the NUWCDIVNPT Office for Small Business Program. The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order for engineering analyses and assessment of system engineering issues affecting underwater vehicle and ancillary equipment to Charles Stark Draper Laboratory (Cage Code: 51993). Charles Stark Draper laboratory is the only known source for these services because they are the original manufacturer and only vendor of their proprietary simulation and analysis tool suite to model the system level performance of the MK 48 Torpedo, and to conduct flowdown analyses of the Internal Measurement Unit (IMU) requirements as they relate to the system level performance and mission requirements. All responsible sources may submit a capability statement which shall be considered by the agency. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices. The anticipated posting date of solicitation N66604-18-Q-2321 is on or about 30 August 2018. The Period of Performance is for one year. The closing date for receipt of quotes will be established in the Request for Quote. The solicitation and any subsequent amendments will be posted to the FBO.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from the website and for monitoring the site for amendments.
