Description
Notice of NIST's Intent to Negotiate on Sole Source Basis for Upgrade to FACSAria II flow cytometer - 1333ND18Q640434 The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Becton, Dickinson and Company located at One Becton Drive, Franklin Lakes, NJ 07417 to purchase an upgrade to a previously purchased FACSAria II flow cytometer. The sole source justification is based on the following: NIST requires an upgrade to its FACSAria II model flow cytometer manufactured by BD Biosciences. The upgrade will enable an index sorting of biological cells into a single per 96-well or 384-well plate. The added cell sorting capability will allow down-stream, single cell transcriptomic and genomic analysis that is essential for the characterization of cell therapies and regenerative medicine products. The work will provide a Workstation bundle that includes a computer inclusive of a Windows 10 professional operating system and monitor, software, and essential hard disk memory, supporting index sorting of biological cells, data acquisition, data analysis, data exporting, and functional control of the instrument making the overall operation of the instrument simple and convenient. The instrument is unique to BD Biosciences and only they can perform the upgrade. The required parts and software revisions are unique to BD Biosciences. There are no third-party providers. Market research performed on GSA Advantage, the Dynamic Small Business Database and the Internet has demonstrated BD Bioscience is the only source to reasonably provide the upgrade to meet the requirement. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 AM ET on Monday, August 27, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST's technical requirements are provided below SCOPE OF WORK The Contractor shall: Deliver one (1) upgrade Flow Cytometer sorter meeting the requirements outlined below: 1. Includes FACSAria II ACDU upgrade (item 643155) that includes hardware enabling single cell index sorting function. 2. Includes Workstation bundle Z240TWR FACSAria (item 661970) that includes a computer inclusive of a Windows 10 professional operating system and monitor, software, and essential hard disk memory, supporting index sorting of biological cells, data acquisition, data analysis, data exporting, and functional control of the instrument making the overall operation of the instrument simple and convenient. 3. The contractor shall provide, at minimum a one-year instrument warranty of the upgrade. 4. Supply the necessary consumables to perform instrument performance tracking, daily operation, maintenance, and warranty repairs during the service contract period (12 months ARO). 5. The contractor shall provide Telephone Technical Support and Field Applications/Sales/Service Support to answer technical questions, help review data, make recommendations on troubleshooting results encountered with flow cytometry sorting experiments. I. INSTALLATION AND TRAINING The Contractor shall provide installation and training at NIST campus, Gaithersburg, MD. Operational training of the upgrade shall be conducted on NIST campus, for two days for no more than two people. II. PLACE OF PERFORMANCE All work shall be accomplished at the Contractor's facility except installation, training and warranty service. III. PERIOD OF PERFORMANCE Delivery, installation, and training shall be completed within 60 days after award.
