- Notice of Intent to Sole Source Intent to Sole Source for Professional Leadership Training Offsite The U.S. Army, Fort Carson, Colorado, intends to negotiate a sole-source purchase order with Silverstone Leadership Ventures, LLC for unique professional leadership training located within 150 miles of Colorado Springs, Colorado on 25 - 27 September 2018. Vendor will provide a venue with a unique combination of industry expert training in a classroom environment combined with experiential training in a wilderness environment. This offsite includes up to 40 NCO's and Officers. The group of 40 is broken down into 5 "squads" of 8 for execution of the training. Lodging choices for the offsite range from large squad size tents with a shared bathhouse facility to resort style hotel rooms depending on funds available. All experiential activities are fully guided and all equipment is provided by vendor. Customers will assemble in a wilderness environment for experiential training in the alpine and local bonding events. Through this training, these leaders will learn more about themselves and begin those immediate bonds required for mutual success. The training will allow Brigade (BDE) leadership to assess the strengths and weaknesses of the staff. The training course uses mountaineering skills to teach leadership and small unit teamwork. Teams move through the course and face multiple rough terrain movement events; each event has one designated team leader who is responsible for the mission completion. Guides provide instruction and skills coaching prior to execution of each event, constantly monitoring safety procedures. Upon course completion, students receive feedback that ties to the four quadrants of emotional intelligence (EI) and the EI attributes. Lodging options are available on site. Meals are included (Tues lunch September 25th through Thurs lunch September 27th). Contractor provides needed mountain course and other equipment; participants provide personal gear: long pants, boots or sturdy shoes, and means of hydration such as a Camelback or small day pack with water bottles for use during the course. The BDE will provide their own transportation to the location of the training. The contractor shall provide all labor, instruction, supervision, transportation, vehicles, supplies, equipment, materials, facilities and services required to perform work under this contract. The contractor shall provide the materials to support the training provided. The contractor shall provide equipment to support the requirements of this contract. The contractor shall provide all skilled personnel, equipment, supplies, tools, materials, supervision and other items necessary to perform daily services for the duration of the leadership development program. The contractor shall provide equipment as required to conduct the services. The contractor shall provide emotional intelligence and experiential training throughout the program to enhance leader development. The contractor shall provide subsistence to all participants and staff undergoing the training through the period of performance. The contractor shall provide individual executive coaching for 15 key leaders. The anticipated NAICS code(s) is/are: 611430 "Professional and Management Development Training" This is a sole source procurement under the Simplified Acquisition Procedures, and Other Than Full and Open Competition (FAR 13.106-1(b)(1)) and (FAR 13.501). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer by 4:00 p.m. Mountain Time on 20 August 2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due 20 August 2018 4:00pm Mountain Time.
