Description
Wage Determination No. 2015-5455 Rev. 8 dated 07/03/2018 Section H Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. Reference Number 70LART18QPFB00026 issued as a Request for Quotations (RFQ) with the evaluation and award prescribed in FAR Part 13 Simplified Acquisition Procedures. This requirement is 100% set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 485410. The size standard is $15.0 million average annual receipts. The U.S. Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC) is seeking charter bus transportation services as follows: The Contractor shall provide all necessary supervision, personnel, labor, material and vehicles necessary to provide charter bus services for transporting students to/from the FLETC, 1300 W. Richey Avenue, Artesia, NM to/from airports in Albuquerque, NM; El Paso, TX; and Lubbock, TX. Approximately three (3) to seven (7) trips per week will be required. Typical trips fall on Wednesdays, Saturdays and Sundays. The contractor will be provided a minimum twenty-four-hour advance notice of the scheduled pickup/departure time and location. Occasionally, the flights may be delayed, additional wait time may be required. The number of students transported per trip will range from twelve to fifty. Buses must be, clean, serviced, free of damages and current on all state/federally required inspections and maintenance procedures. The bus shall have a clean regularly maintained restroom, free of offensive odors. Buses shall maintain reasonable temperatures at all times. Buses used for these transportation services may not be more than five years old and in excellent operational condition. The contractor shall provide personnel who meet the established requirements in order to effectively perform the services required herein. The contractor shall be responsible for all transportation expenses, including fuel, maintenance, insurance, licensure, vehicle registration, tolls, parking fees, etc. In the event the contractor fails to provide the manpower necessary to accomplish the work requested, the Government reserves the right to obtain services elsewhere. The period of performance will be October 1, 2018 through September 30, 2019. The Government intends to award a blanket purchase agreement. Please provide round trip pricing for trips to/from Artesia, NM to/from airports in Albuquerque, NM; El Paso, TX; and Lubbock, TX. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
