- Synopsis: This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 13.1-Simplified Acquisition Procedures The United States Census Bureau intends to negotiate, on a sole-source basis, a fixed price purchase order to the Brattle Group, 7 Times Square, Suite 1700, New York, NY 10036. The Brattle Group shall provide expert financial analysis services to the Government in support of the 2020 Decennial Census. Market research efforts have indicated that the Brattle Group is the only known source with key expert knowledge of financial risk analysis requirements of the 2020 Decennial Census operations of the U.S. Census Bureau. The Brattle Group possesses critical task knowledge of a Census Bureau procurement in order to provide necessary risk assessment. The Brattle Group is the only responsible provider of this unique expert financial analysis skillset. The Brattle Group is a known provider of testifying and consulting expert services in litigation matters related to mergers and acquisitions, dissenting shareholder actions, leveraged buyouts, recapitalization, debt recharacterization and avoidance actions. Additionally, the former acquisition history of the Brattle Group is extremely pertinent and detrimental to a current acquisition. Not using the critical knowledge and key expert services of the Brattle Group puts the 2020 Decennial Census at high risk of failure. Therefore, the Brattle Group is the only responsible source to provide key expert financial analysis services to the U.S. Census Bureau. The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.106-1(b)(1). This is not a request for competitive quotes; however, all interested sources who believe they can meet the requirements may submit a capability statement no later than August 21, 2018 to the point of contact for this notice. Information received because of this notice will be considered solely for determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
