- Notice of Intent to sole source W81XWH-18-Q-0260 The United States Army Medical Research Acquisition Activity (USAMRAA) located at Fort Detrick, MD on behalf of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) located at Aberdeen Proving Ground, MD, intends to negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1)(i) with Simulation Plus, Inc. located at 42505 10 th Street West, Lancaster, CA 93534-7059, CAGE Code: 4CKV8, as the only responsible source for the purchase of the GastoPlus Software and license. USAMRICD has a requirement for one (1) GastroPlus Software and one (1) year license. USAMRICD's research is in support of the National Institute of Health. USAMRICD requires the software to support the National Institute of Health (NIH) projects for evaluation and data collection of exposed animal models. This acquisition is being conducted under simplified acquisition procedures. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 - Software Publishers with a Small Business Size Standard of $38.5 million dollars. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, all Contractors capable of meeting the requirement stated herein may submit technical data sufficient to determine that capability. All Capability Statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements shall be submitted by email only as a Microsoft Word or Adobe PDF attachment to rebecca.c.wisner.civ@mail.mil. Statements are due no later than 10:00 AM Eastern Time (ET) on Tuesday, 04 September 2018. NO PHONE CALLS ACCEPTED.
