- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. this announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. NIST performs research in quantum communications and quantum frequency conversion (QFC). For the QFC research, NIST requires stable optical reference cavities of the appropriate wavelength and linewidth to stabilize the frequency of lasers. GENERAL INFORMATION Request for Quotations (RFQ) number: NB771030-18-04107 Provisions/Clauses in Effect: Federal Acquisition Circular (FAC) 2005-99-1 / 07-16-2018 Solicitation Procedures: FAR 13 and Subpart 12.6 Basis of Award: Lowest Price Technically Acceptable quotation - An award shall be made to the offeror whose quotation is deemed technically acceptable and is lowest priced. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability and 2) Price. Award Type: Firm Fixed Price Purchase Order Set-Aside: Total small business set-aside NAICS CODE: 333314 Optical Instrument and Lens Manufacturing Small business size standard: 500 employees Inquiries: Offerors shall submit all questions via email, and within five (5) calendar days after the issuance date of this solicitation, to both the Contract Specialist, Mary Johnson (mary.johnson@NIST.gov), and the Contracting Officer, Todd Hill (todd.hill@nist.gov). All responses to the questions will be made through an amendment to the solicitation. System for Award Management (SAM) registration: The offeror must be registered in SAM to be eligible for award. SPECIFICATION/REQUIREMENT I.BACKGROUND NIST performs research in quantum communications and quantum frequency conversion (QFC). For the QFC research, NIST requires stable optical reference cavities of the appropriate wavelength and linewidth to stabilize the frequency of lasers. II.SPECIFICATION The Contractor shall deliver four (4) identical stable optical reference cavities in accordance with the following specifications: 1.Product shall be manufactured with ultra-low-expansion material for low sensitivity to temperature changes. 2.Vacuum-capable, hermetically sealed housing with one CF 1.33 port. This port shall be blanked off for delivery. The housing windows shall be angled at ~2o with respect to the optical axis. 3.Must operate in three wavelength ranges as follows: 835-855 nm, 1525-1575 nm, and 1789-1910nm. 4.Must stabilize a laser with natural linewidth of 2 MHz down to 50 kHz level or below. The cavity linewidth shall be around 2-5 MHz but shall not be below 500 kHz over the wavelength ranges identified in II.3 above. 5.The free spectral range shall be between 1 to 2 GHz. III.DELIVERY/ACCEPTENCE The Contractor shall deliver the stable optical reference cavities within eight (8) weeks from the date of award. IV.PLACE OF PERFORMANCE All work shall be completed at the Contractor's facility. <END OF SPECIFICATION/REQUIREMENT> QUOTATION PREPARATION AND SUBMISSION Addendum to FAR 52.212-1, Instructions to Offerors - Commercial Items (oct 2016) (Reference FAR 12.301(b)(1)) 1.Quotation Submission: Response Date: 5:00pm EDT 8/31/2018 Submission to: Mary Johnson (mary.johnson@nist.gov) and Todd Hill (todd.hill@nist.gov). Email Subject: NB771030-18-04107 Stable Optical Reference Cavities The Government requires two (2) separate volumes: technical and price. The Offeror shall submit the volumes as separate file attachments within a single email. 2.Quotation Preparation Instructions: Quotations shall be complete, self-sufficient, and respond directly to the requirements of this solicitation as specified in the attached Statement of Work. The response to this solicitation shall consist of two (2) volumes: Technical: The technical quote shall include a manufacturing process description, product literature, and/or drawings for the product it is proposing. The offeror must demonstrate that its proposed product meets or exceeds each minimum requirement. Price: The price quote shall: •Include a firm fixed price for the proposed product which meets or exceed the requirements of the Statement of Work. •Include the offerors Dun and Bradstreet Number (DUNS number) •Remain valid for a period of 90 days from the date quotations are due •Include one of the following statements: 1)The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.; or 2)The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: <Offeror shall list exception(s) and rationale for the exception(s)>. •The price quotation volume shall include the name and signature of the individual authorized to bind the offeror. EVALUATION FAR 52.212-2(a) The follow¬ing factors shall be used to evaluate offers: Technical: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the offerors response to this solicitation. NIST will evaluate whether the offeror has demonstrated that its proposed product, meets or exceeds all technical specifications. NIST will consider the manufacturing process, product literature, and/or drawings. Quotations that do not demonstrate the proposed product meets the requirements will not be considered for award. Price: Evaluation of price shall be based on the information provided in the quotation. The Government will evaluate price for reasonableness. The Government may use various price analysis techniques and procedures to make a price reasonableness determination.
