Description
NOTICE OF INTENT The U.S. Department of Energy (DOE), Office of Environmental Management (EM), Portsmouth/Paducah Project Office (PPPO), intends to negotiate a sole source (up to) six month extension from October 1, 2018 to March 31, 2019 with the current incumbent contractor, Professional Project Services, Inc. (P2S aka Pro2Serve) Contract, GS-10F-0198K/DE-DT0005139 by means of other than full and open competition. Only one responsible source and no other will satisfy the PPPO requirement. The anticipated award date of this contract extension is on or before September 30, 2018. P2S possesses the necessary approved programs, policies, procedures and subject matter experts for performing the oversight required by this contract. Should all six months be required, the estimated dollar value of this contract action is between $3.5 and $4.5 million. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted no later than close of business, 4:30 PM CST, September 6, 2018 and shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements to the Point of Contact listed below. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements. All responses to this notice shall include a detailed plan to provide 100% continuity of services currently being provided by the incumbent contractor. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE The Paducah Gaseous Diffusion Plant (GDP) located in Paducah, KY requires a contractor to provide technical, engineering and administrative support to assist DOE with the oversight and management of the Deactivation, Remediation and Infrastructure activities at the Paducah GDP/site in Kevil, KY. The contractor will provide all encompassing technical, engineering and administrative support functions at the Paducah GDP, which includes but are not limited to: Deactivation and Remediation support, infrastructure support, Environmental Safety and Health (ES&H), Field Services and Regulatory Oversight, Quality Assurance Oversight, Nuclear Material Management Oversight, Nuclear Safety Basis Oversight and Safety Management Program Support. The contractor provides on a daily basis the following technical services: • Regulatory agreement expertise, including Federal Facility Agreement compliance, Comprehensive Environmental Response, Compensation, and Liability Act, environmental permit compliance and knowledge of their terms and conditions, and other state and federal environmental requirements, including DOE Orders, Guides, and Standards. • Quality Assurance regulations expertise, including surveillances and assessments of programs and projects. • Industrial Safety and Health technical expertise and oversight. • Expertise in nuclear facility stabilization, deactivation, decommissioning, and demolition-both administrative and operational. • Facility infrastructure surveillance and maintenance expertise, including historic experience and direct knowledge of the facilities and taking some facilities to cold and dark. • Expertise in performance baseline, Earned Value Management, cost estimating, and the development of federal budget requirements. • Expertise in nuclear safety and facility authorization bases, including facility hazard category downgrades. • Production of Geographic Information System maps and drawings. • Acts as the eyes and ears of the program by providing the initial review/action of site infrastructure activities (Mowing Zones, maintenance requirements, areas of concern and accessibility in the >750 acre site), infrastructure challenges and mitigation existing in grounds maintenance, road conditions, rail system integrity, drainage control, records management, and safeguards and security, in support of the DOE mission.
