- NOTICE OF INTENT TO AWARD SOLE SOURCE This posting constitutes the Broadcasting Board of Governors (BBG) synopsis notice of intent to award a sole source contract as required under FAR 5.2 - Synopsis of Proposed Contract Actions. This Notice of Intent is not a Request for Quote or a Request for Proposal (RFP). The Broadcasting Board of Governors/International Broadcasting Bureau, Office of Contracts (OMS/C) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to award a Firm Fixed-Price (FFP) contract to Audio Video Transmission and Reception (AVTR) located in Ouagadougou, Burkina Faso for the provision of hosting, maintenance and operation of the BBG FM broadcasting station in Ouagadougou, Burkina Faso. Services will include provision of broadcast operations 24 hours per day, 7 days per week on an uninterrupted basis. The BBG plans to make an award using FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items to AVTR. This FFP award will include a one-year base period and four (4) one-year option periods. The option periods may be exercised at the Government's discretion. Estimated value for this procurement including all option periods is $233,020. The statutory authority permitting other than full and open competition applicable to this procurement is 41 U.S.C. 1901. Only one responsible source and no other supplies or services will satisfy Agency requirements. A Justification for Other than Full and Open Competition (JOFOC) has been prepared in support of this acquisition. All information submitted should support the offerors capability to provide the service required, and shall be furnished at no cost or obligation to the government. The primary North American Industry Classification System (NAICS) CODE is 541330 - Engineering Services Interested parties must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. The Government will not be responsible for any costs incurred by responding to this notice. Response must be submitted to Jacqueline Gray, Contract Specialist, by September 5, 2018 at 2:00 p.m., Eastern Daylight Time (EDT) via email to jgray@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB.
