Description
Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 1232SC18-930032 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111 (Farm Machinery and Equipment Manufacturing), with a small business size standard of 1250 employee. Specifications: With the following minimum specifications: Agricultural Farm Tractor SPECIFICATIONS 1. The contractor Shall provide all, personnel, equipment, tools, fuel, transport and other items or services necessary to provide and deliver one agriculture farm tractor. The tractor will be delivered to the Sugarcane Field Station, 12990, Hwy 441N, Canal Point, FL 33438 2. The contractor shall be responsible for safe delivery of all items. The contractor will repair or replace any item that is defective, does not meet specifications, or is damaged during transport 3. All deliveries shall fall within the hours of 7:30am to 4:00ppm, Monday through Friday 4. The contractor shall furnish everything to perform this statement of work 5. The contractor shall provide all labor, material and equipment to construct and deliver one agriculture farm tractor with the following specifications a) Rated engine power of no less than 145 hp b) Rated pto hp of no less than 114 hp c) Engine must be diesel d) Tractor must be four wheel drive e) Tractor must have cab f) Tractor must have R4 tires- 16f-16r g) Tractor must have LH power reverser h) Tractor must have min 70 gal fuel tank. Definable Features of Work 1. Assembly. The tractor shall be delivered to the Sugarcane Field Station completely assembled. 2. Operational condition. The tractor shall be in operational condition when delivered 3. Delivery and Inspection. The contractor shall test the operation of the tractor prior to delivery and summit documentation with the unit verifying the outcome of the test. The contractor shall also submit operation manuals and warranty documents at this time. Delivery must state door to door to the following address: US Horticultural Research Laboratory 2001 South Rock Road Fort Pierce, FL 34945 Additionally, delivery costs to the above location must be annotated in proposal. The Government anticipates award of a Firm Fixed Price contract. Delivery will be within 60 days of award, quoted price should include delivery costs and units. Each offer must show a breakdown giving price of the new equipment, provide descriptive literature or information showing that the offered equipment meets all specifications. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Electronic submissions are preferred. Please email all quotes to lynn.hults@ars.usda.gov. NO LATE QUOTES WILL BE ACCEPTED. The basis for award is Lowest Price Technically Acceptable. "LPTA" means the expected outcome of the acquisition that result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping), and must also have satisfactory Past Performance.
