This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This Sources Sought Notice is to solicit interested SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES or VETERAN-OWNED SMALL BUSINESS capable of meeting the following requirement: The Greater Los Angeles VA Healthcare system is searching for an SDVOSB contractor to provide Contractor shall provide all necessary labor, transportation, equipment, materials, personal protective equipment, supervision, other items and non-personal services required to provide the sample analysis described in the Statement of Work for Department of Veterans Affairs Greater Los Angeles Healthcare System. Greater Los Angeles VA Healthcare System (GLAVAHCS) Transitional Housing Clinical Training General: 1.1 Description of Services/Introduction: This is a non-personnel services contract to provide a training. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.2 Background: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary perform the requirement as defined in this PWS, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. 1.3 Objectives: VA GLA needs continued education and training for existing staff on best practices, in addition to training for new staff recruited during the hiring surge in Los Angeles s Community Engagement & Reintegration Services (CERS) programs. There is a need for training on the areas outlined in this PWS due to the clinically demanding population served in the GLA Transitional Housing (TH) program. VA is committed to rapidly expanding training programs to ensure staff have the skills required to effectively deliver services across the TH program. There is on-going need to provide clinical training in the following areas: Housing First/Harm Reduction Conflict Resolution and de-escalation techniques State and federal fair housing laws & ADA requirements Professional boundaries, countertransference Effective leadership and communication Each of these trainings is critical to promoting successful treatment for Veterans who are homeless and served in the TH program and to support the needs around ending Veteran homelessness within the GLA community. In addition, GLA s TH program is rapidly increasing the number of emergency beds available to Veterans needing immediate housing and services in a harm-reduction model while they await placement into permanent housing. There is a need for training on issues associated with maintaining recently homeless Veterans (many just off the streets and suffering from mental health and addiction issues) in such short-term housing before they can be transferred to their own apartments. 1.4 Scope Summary: This proposal identifies training needs in four target areas: (1) Housing First/Harm Reduction philosophy and implementation within transitional housing; (2) conflict resolution de-escalation techniques; (3) Countertransference and professional boundaries; and (4) State and Federal Fair Housing Law & ADA Requirements. Specific consideration for the population served by the TH program shall be included with each training provided by the contractor, including but not limited to sensitivity to wider issues of homelessness, Severe Mental Illness (SMI) and psychopathology, Housing First/Harm Reduction philosophy, treatment modalities (Motivational Interviewing, Critical Time Intervention, Stages of Change, Crisis Intervention, and Harm Reduction), conflict resolution, de-escalation, suicide prevention, medication monitoring, universal precautions (disease transmission prevention), customer service, countertransference, professional boundaries, cultural sensitivity, and State and Federal Fair Housing Law & ADA Requirements. 1.5 Period of Performance: The estimated period of performance shall be for one (1) Base Year of 12 months, 9/1/2018 8/31/2019. 1.6 General Information: The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB) and/or Veteran-Own Small Business. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Questions concerning this Sources Sought will be accepted up until 08/27/2018. The anticipated solicitation is projected to post on or about 08/27/2018, on this website. Hard copies will not be mailed. The solicitation will be issued as an Request For Quote (RFQ). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE.  Offers from capable and responsible VIP-verified SDVOSB sources that are authorized by the OEM will be considered. Firms offering a response to this notice should ensure that their VIP verification is active and their registration in the System for Award Management (SAM) database (https://www.sam.gov/portal/public/SAM/) is current and should ensure that the applicable NAICS code (NAICS Code 611710 Educational Support Services) is included in the SAM profile prior to submission of quotations.
