Description
SF 1449, SOW & Clauses The intent of these specifications, terms, and conditions, is to describe the Post Hurricane Urban Hazard Tree Assessment services required at the International Institute of Tropical Forestry (IITF) located at 1201 Calle Ceiba, Jardin Botanico Sur, San Juan, PR 00926-1119. This procurement is a 100% Total Small Business set-aside. NAICS: 541620 - Environmental Consulting Services, with a small business size standard of $15 M. Work includes but not limited to: The purpose of this project is to use data obtained by the implementation of a Level 1 assessment to identify defects and specific hazardous conditions in urban trees that signify imminent and probable tree failure in public urban locations such as plazas, parks, and recreational areas. Data will be used to then abate and mitigate likelihood of failing and protect lives and properties and to create a field guide that includes important technical information on the assessment and management of trees after a natural disaster and using areas evaluated as case studies. Publication will be prepared to provide guidance and technical information to the public in Puerto Rico and the US Virgin Islands. The field guide, as described in the Statement of Work of the solicitation, will include information collected on the field during the Level 1 Urban Hazard Tree Assessment inventories and worksheets for all areas visited including identification of trees, species and description, identification of hazard condition, risk ranking, and management recommendations. Compile, manage, and interpret data collected during field visits. Analysis of data including statistics by Municipality, site, and region. Case studies will report description of the condition of municipal and natural recreational areas urban trees including number of hazard trees, risk severity, management recommendation including removal or pruning, and an estimated budget. Process will be described in the document. Contract duration: Product should be completed and ready for distribution by December 31, 2018. Contract amount shall not exceed: $25,000.00. It is in the best interest of the Government to pursue this procurement as, restricted to local businesses of Puerto Rico and the US Virgin Islands to help promote the economy for the local citizenry and maintain a source base for these services in accordance with FAR 6.202. It has been determined that there is enough prospective local competition to qualify this procurement as full and open competition after exclusion of sources, through historical data. In accordance with 29 C.F.R. 4.115, Exemptions and Exceptions, this solicitation is not subject to using service employees exclusively, rather it is open to direct service individuals. The Government reserves the right to make a selection based upon the initial proposal submissions so the offeror should submit its best terms in the initial proposal. The Government may also determine to make no award depending on the quality of the proposals and prices submitted. NO proposals will be accepted via fax. Only accepted via e-mail. Proposals are due no later than September 6, 2018 at 2:00 PM (Eastern Standard Time) PROPOSALS MUST BE SUBMITTED ELECTRONICALLY BEFORE THE CLOSING DEADLINE TO: ameliadavila@fs.fed.us Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. Offerors must have and must maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
