- Notice of Intent to Sole Source 1. Solicitation Number: W81XWH-18-Q-0196 2. Sole Source Title: Brüel & Kjær (B&K) North America Inc. PULSE LAN XI 3. Agency: U.S. Army Aeromedical Research Laboratory (USAARL) 4. Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD 5. Location: Fort Rucker, Alabama 6. Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Brüel & Kjær North America Inc., located at 3079 Premiere Parkway, Suite 120, Duluth, GA 30097-5245 (DUNS: 067559823; CAGE Code: 1TS68). The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i) and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name, or industrial mobilization)". 7. Background: The U.S. Army Aeromedical Research Laboratory (USAARL) provides medical research in the military operations environment to sustain the Warfighter's performance by delivering medical research and developing, testing, and evaluating solutions to air and ground Warriors. USAARL's medical research includes developing return-to-duty standards for Soldiers suffering from neurosensory injuries, mild traumatic brain injuries, determining the effectiveness of life support equipment, and preventing and mitigating ground crew and aircrew biomechanical injuries. 8. Scope and Purpose: This requirement is for the purchase of the Brüel & Kjær North America Inc. LAN-XI Data Acquisition Hardware for the following: 1) 3052-A-030, 3-ch Input Module LAN-XI 102.4 kHz (mic,CCLD,V) qty. 2 ea.; 2) 3660-C-000, 5 slot Mainframe LAN-XI w/GPS -3660-C-100 replaced 3660-C-000 qty. 1 ea.; 3) 2831-A, Battery Module for LAN-XI including ZG-0469 mains charger and ZH-0686 adaptor qty. 1 ea.; and 4) UA-2101-030 LAN-XI Front Panel, detachable 3 channels circular 7-pins (F) connectors qty. 2 ea. The purpose of the requested items will be fully compatible with existing Brüel & Kjær (B&K) Sound and Vibration PULSE Noise, Vibration, and Harshness (NVH) data acquisition System fully compatible with existing data acquisition modules and analysis software to permit field measurements of continuous and impulse noise. These items are only available from Brüel & Kjær North America Inc. The requested items must include the following: Minimum Essential Characteristics (MECs): a. Fully compatible with B&K PULSE LAN-XI data acquisition modules Type 3050-A-060, Type 3160-A-042, and Type 3052-A-030; b. Fully compatible with B&K Type 3660C PULSE Frame; c. Fully compatible with B&K LabShop NVH data acquisition software application; d. Fully compatible with BK Connect NVH data acquisition software application; e. Fully compatible with B&K PULSE Reflex NVH analysis software application; f. Fully support the B&K Sonoscout NVH software application g. Must have automatic distribution of software upgrades h. Must include annual calibration of B&K PULSE LAN-XI data acquisition modules Type -3052-A-030- S/N:3052-105963 and Type-3052-A-030- S/N:3052-105966 9. What the Product/Equipment Accomplish: This item will support the USAARL Auditory Protection and Performance Division mission, field recording of acoustic impulses represented by explosions, shock tube blasts, and weapons systems. 10. North American Industry Classification System (NAICS) Code: The NAICS code for this requirement is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables -- are classified in U.S. Industry as other than small business size 750. 11. Anticipated Period of Performance: The anticipated delivery period is 30 days after contract award. 12. Information to Industry: This is a Notice of Intent to Sole Source for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determina¬tion to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. 13. Response Due Date: Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 10 AM (EST) September 7, 2018 via e-mail to the Contract Specialist, Shylonda Minter at shylonda.y.minter.civ@mail.mil.
