Description
Projected Contract Number: N0060418D4003 Solicitation Number: N0060418R4007 The Fleet Logistics Center, Pearl Harbor intends to solicit, negotiate and award a sole source contract to Manu Kai, LLC (incumbent contractor for contract no. N0060409D0001) under the authority of Public Law 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The contract will provide Range Operations Support and Base Operations Support services for the Pacific Missile Range Facility, Hawaii. The services include but are not limited to: (1) operate and maintain range communications equipment, (2) operation, maintenance (including obtaining cybersecurity accreditation) of information systems, (3) operations and maintenance of range video equipment, (4) operations and maintenance of data systems, (5) operations and maintenance of range networks systems, (6) operations and maintenance of underwater equipment, (7) operations and maintenance of radar equipment, telemetry equipment, data fusion equipment, cooperative tracking equipment, (8) operations and maintenance of target control equipment, (9) operations and maintenance of command transmitter systems equipment, (10) operations and maintenance of weather systems equipment, (11) operations and maintenance of optics systems equipment, (12) operations and maintenance of aerial targets equipment, (13) operations and maintenance of electronic warfare systems, (14) operations and maintenance of marine systems equipment, (15) operations and maintenance of launch ordnance systems, (16) operations and maintenance of calibration laboratory services for equipment, (17) range operations support: planning, (18) range operations and mission execution (fleet training and test and evaluation), (19) maintenance of buildings and structures, (20) grounds maintenance, (21) custodial service, (22) solid waste management, (23) pest control, (24) electrical utilities, (25) operations and maintenance, (26) maintaining potable water systems, (27) management and operations of wastewater systems, (28) maintenance of compressed air systems, management, (29) maintenance and operations of base support vehicles and equipment, (30) environmental compliance services, (31) facility engineering, (32) base communications services, (33) dispatch center operations, (34) airfield, landing systems, control tower operations and maintenance, (35) fuels management, (36) operations and maintenance of combined bachelor housing, (37) armed security services, and (38) fire and emergency services. This procurement will result in a single-award, indefinite-delivery, indefinite-quantity bridge contract with Fixed Price with Award Fee and Cost Plus Award Fee contract line items. NAICS code 561210 applies. The contract term will be a base period of 15 months, beginning October 1, 2018 with no option periods. The total term of the contract will not exceed 15 months. This notice of intent is not a request for competitive proposals. The contract ensures the continuity of contract services while the follow-on contract to N0060409D0001 for Range Operations Support and Base Operations Support Services is procured. The contract requires a mobilized, fully certified workforce and all equipment (structural firefighting vehicle, airfield rescue and firefighting vehicles, ambulances, mobile cranes, accounting systems, human resource management systems, etc.) be in place to commence work on October 1, 2018. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
