- Attachment No. 04 - Invoice and Payment Provisions Attachment No. 03 - FAR 52.212-5 (Jul 2018) Attachment No. 02 - FAR 52.212-3 (Nov 2017) Attachment No. 01 - Purchase Description (Brand Name or Equal) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is NIHDA201800448 and the solicitation is issued as a rrequest for quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those effective August 22, 2018, through Federal Acquisition Circular 2005-100. (iv) The associated NAICS code 334516 and the small business size standard 1,000 employees. This requirement is full and open with no set-aside restrictions. (v) The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Center for Advancing Translational Sciences (NCATS) is a translational science center that prides itself on its tremendously productive pipeline and is innovative in several ways. NCATS brings together a diverse range of scientists, including medicinal chemists, biologists, toxicologists, and engineers, in to ultimately translate basic science into real products and services that help improve people's lives. To establish and move stem cell technologies forward through a more centralized effort, NIH has launched the Stem Cell Translation Laboratory (SCTL) within NCATS. Part of the NIH Common Fund, the goal of the SCTL is to bring iPSC technology closer to clinical application, drug discovery and regenerative medicine. Through the SCTL, NCATS will provide researchers across various disciplines and organizations with the ability to establish collaborations to advance the translation of regenerative medicine applications. NCATS requires one (1) brand name or equal single-cell western blot system and two-color scanner equivalent to the following: Brand name: Milo Single-Cell Western and InnoScan 710 with on-site training and systems training kit. Manufacturer: ProteinSimple Model, type, catalog number, quantity: P300 (system and scanner), quantity: one (1). A800 (training), quantity: one (1). 035-106 (training kit), quantity: one (1). (vi) Brand name equal items must meet the following salient physical, functional, or performance characteristics of the brand name item to be acceptable for award: • Ability to capture >1000 cells, lyse, and run an SDS-PAGE separation of every single cells and immobilize the separated proteins in a fully automated fashion, in less than 5 minutes. • Includes image analysis software to quantify the acquired data. • Must be compatible with cell diameters of 7-25um. • Must allow single-cell protein separation of 15-175 kDa. • Allow multiplexing of at least 4 proteins per single cell. • Provides as low as 30% differences in same spectral channel. • The accompanying microarray scanner must scan at least two colors ( 532nm and 635nm), a resolution of 3-40um/pixel, confocal detection, real-time autofocus and streamline compatibility with the analysis software. • The Contractor must also provide hands-on training on the equipment. • Include a system training kit with all the reagents necessary for a hands-on wet lab training session. (vii) Delivery shall be a one-time delivery of the system and training within one hundred twenty (120) days after receipt of order (ARO). Delivery shall be made to the below address FOB destination: ATTN: Ilyas Singec NCATS 9800 Medical Center Drive, Building B Rockville, MD 20850 Installation and on-site training shall occur shortly after delivery. The exact date and time will be determined by NCATS and the contractor. (viii) The Government will award a purchase order from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: a) Technical capability of the item offered to meet the Government requirement; b) Price; and c) Past performance [see FAR 13.106-2(b)(3)]. (x) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xi) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xii) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Respondents proposing on an equal product of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
