- Statement of Work This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Competitive proposals are being requested under solicitation number W9132T81704793. This Request for Proposal (RFP) is a 100% set aside for small businesses. The associated North American Industry Classification System (NACIS) code for the procurement is 561210 and the Small Business size standard is 38.5M. This procurement is being conducted in accordance with regulation at FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The US Army Corps of Engineers, Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL) has a requirement for a non-personnel services contract to provide site support of existing Utility Monitoring and Control System (UMCS) and Building Control Systems (BCS) performed by a controls technician familiar with existing UMCS/BCS equipment and software installed at CERL. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and four (4) 12-month option years. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in SAM with a matching NAICS, (www.sam.gov), in order to receive an award. To be considered, responsive offerors must register in SAM at https://www.sam.gov/portal/public/SAM/ before submitting an offer. Instructions for registering are available at the SAM website https://www.sam.gov/portal/public/SAM/ This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-100 (08/22/2018) and Defense Federal Acquisition Regulation Supplement (DFARS), DPN 20180629, (06/29/2018). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses can be accessed in full text at www.farsite.hill.af.mil. The following provisions apply to this acquisition: 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical a. Offerors must submit detailed technical information addressing the requirements of the specifications of this solicitation. 2. Price a. Offerors must provide breakout to ensure evaluation team can determine price fair and reasonable. The Government will issue an award to the offeror whose quote is the Lowest Price that is determined to meet at least the minimum requirements to be determined Technically Acceptable. Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation. Unacceptable Proposal does not meet the requirements of the solicitation. (b) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
